<br />78 <br /> <br />regular meeting, july 26, 1976 <br /> <br />page two <br /> <br />The Mayor read an Ordinance, the caption of which is as r"ollows: <br /> <br />AN ORDINANCE ESTABLISHING AND REGULATING SERVICES, RATES AND CHARGES <br />WHICH MAY BE RENDERED AND COLLECTED FOR LOCAL TELEPHONE SERVICE IN TIlE <br />CITY OF SAN MARCOS, TEXAS. <br /> <br />Mr. Sutton moved the Ordinance not be approved. The motion failed for lack of <br />a second. Mr. Breihan moved approval of the Ordinance on first reading. <br />Mr. Cavazos seconded the motion. Mr. Sutton stated that he did not feel he was <br />expert enough to understand the telephone company's rate structure, particularly <br />in only one week as he had been asked to do, and that he felt it unfair to give so <br />little time to the telephone rates when so much time had been taken with Entex. 1 <br />Mayor Craddock stated that she too was uncomfortable with the timing on the <br />re~uest. She informed the Council that a special meeting would have to be called <br />to consider the Ordinance in order for it to be effective prior to September 1, <br />the date on which telephone companies come under the jurisdiction of the public <br />utilities commission. Mayor Craddock also stated that she had contacted SWTSU <br />President Smith who informed her that the university was not happy about the <br />increase in the 245 exchange rates, but that it did not feel the increase unreasonable. <br />Mr. Breihan stated that he did not feel the re~uest unreasonable. On roll call, <br />the motion to approve the Ordinance on first reading passed with the following vote: <br /> <br />AYE: Arredondo, Breihan, Cavazos, Craddock, Hansen, James <br />NAY: Sutton.. <br /> <br />The Mayor read an ordinance, the caption of which is as follows: <br /> <br />JlN ORDINANCE OF TIlE CITY COUNCIL OF TIlE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 12 OF TIlE CODE OF ORDINANCES OF TIlE CITY OF SAN <br />MARCOS, TEXAS, ENTITLED "GARBAGE AND TRASH", BY AMENDING SECTION 12-7(a). <br /> <br />The Ci.ty Manager reminded the Council that the increase in rates had been <br />discussed during the budget hearings. He said that city crews would continue <br />to pick up brush at no charge.. Dr. ..CraddoCk moved the ordinance be amended by <br />deleting item 3 of paragraph a ;rhich provided: "For the pickup of garbage at an <br />apartment house containing four Or more family units where such units are jointly <br />metered, $3.00 for the first unit and $2.00 for each additional unit." Mr. Hansen I <br />second.ed the motion. Mr. Sutton agreed to vote for the ordinance if the rest of <br />the Ccuncil agreed not to raise taxes. On roll call, the motion to approve the <br />amendment passed as follows: <br /> <br />AYE: Breihan, Cavazos, Craddock, Hansen, James, Arredondo <br />NAY: Sutton. <br /> <br />Mayor Craddock moved the Ordinance be approved on first reading, as amended. <br />Mr. Arredondo seconded the motion. On roll call, the following vote was recorded: <br /> <br />AYE: Cavazos, Craddock, Hansen, James, Arredondo <br />NAY: Sutton, Breihan. <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF TIlE CITY COUNCIL OF TIlE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING TIlE MAYOR OF SAID CITY TO EXECUTE A CONGRACT BETWEEN <br />THE CITY OF SAN MARCOS AND TIlE SAN MARCOS CHAMBER OF COMMERCE FOR <br />ALLOCATING REVENUES FROM THE HOTEL OCCUPANCY ROOM RAX TO TIlE <br />SAN MARCOS CHAMBER OF COMMERCE. <br /> <br />Mr. Breihan moved adoption of the Resolution. Mr. James seconded the motion, <br />which passed unanimously. <br /> <br />The City Manager submitted his proposed 1976-1977 budget to the Council. <br />Mr. Hansen moved the proposed budget be received. Mr. Breihan seconded the <br />motion, which passed unanimously. Mr. Sutton moved that a public hearing on <br />the proposed budget be held August 9, Monday, at 7:30 p.m. in the Council <br />Chambers of City Hall. and that a summary of the proposed budget be printed <br />in a newspaper of general circulation in the community. Mr. Cavazos seconded <br />the motion, which passed unanimously. <br /> <br />I <br />
