<br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES
<br />_~ RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND
<br />:[,AND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF FARM
<br />::'OT 23, LOCATED ON THE NORTHWEST CORNER OF CONCHO AND GUADALUPE
<br />STREETS, FROM "c" (COMMERCIAL) TO "C-2" (COMMERCIAL).
<br />
<br />Mr. Sutton moved the Ordinance not be approved. Mr. Cavazos seconded the motion,
<br />..hich passed unanimously.
<br />
<br />The Mayor opened a Public Hearing to consider an Ordinance amending the Urban
<br />Rene"Eu Plan for land uses in the San Marcos Neighborhood Development Program
<br />No. Tex. A-6. No objections were presented. The Mayor closed the hearing and
<br />read a.n Ordinance, the caption of which is as follo..s:

<br />AN ORDINANCE APPROVING AND ADOPTING AMENDMENT NO. 4 TO THE URBAN RENEWAL
<br />PLAN FOR N.D.P. PROJECT TEX. A-6, FINAL ACTION YEAR, AND DIRECTING THAT
<br />S~ID CHANGE BE FILED AS PART OF THE URBAN RENEWAL PLAN FOR SAID PROJECT.
<br />
<br />Mr. Cavazos moved the Ordinance be approved on first reading. Mr. Hansen seconded
<br />the motion. Mr. Breihan stated his objection to the use of parcel 8-1 for parkland,
<br />saying that the city could not adequately maintain the parkland it currently had
<br />much less any more. He recommended the Council change only parcel ll-lA to park use.
<br />On roll call, the following vote was recorded:

<br />AYE: Hansen, James, Sutton, Arredondo, Cavazos, Craddock
<br />NAY: Breihan.

<br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING THE BUDGEI' FOR
<br />THE CITY OF SAN MARCOS, TEXAS, FOR THE FISCAL YEAR BEGINNING ON OCTOBER
<br />ONE, 1976, AND ENDING ON SEPTEMBER 30, 1977; REVISING THE BUDGET FOR TIlE
<br />PRECEDING FISCAL YEAR ENDING ON SEPTEMBER 30, 1976; LEVYING TAXES FOR THE
<br />USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF TIlE CITY OF SAN MARCOS,
<br />TEXAS; PROVIDING A SINKING FUND FOR THE REI'IREMENT OF THE BONDED DEBT OF'
<br />SAID CITY; AND DECLARING AN EMERGENCY.

<br />Mr. Hansen moved the Ordinance be adopted. Mr. Cavazos seconded the motion.
<br />Mr. Sutton asked if the ordinance changed the tax assessment of 70% of market
<br />value on real property as earlier approved by the Council and was told it did
<br />not. The City Manager presented a request from the newly appointed City Attorney
<br />for $2,000 in la.. books and reminded the Council that a contractor's pump, esti-
<br />mated cost of $4,500, was badly needed. He said the pump could come from the
<br />Utility Fund or possibly the next Revenue Sharing entitlement period. Mr. James
<br />moved the budget be amended to reduce $2,000 from account 40-5284, cemetery
<br />maintena,nce, since the bids received on that contract were all ..ell under the amount
<br />budgeted" and place the $2,000 in account 11-6122, books and library materials.
<br />Mr. Hansen seconded the motion, Which passed unanimously. Mr. Breihan stated that
<br />he ..as voting against the ordinance under consideration because the 1976-77 budget
<br />provided for a deputy tax assessor-collector. On roll call, the motion to approve
<br />the ordinance was approved by the following vote:

<br />AYE: James, Sutton, Arredondo, Cavazos, Craddock, Hansen
<br />NAY: Breihan.
<br />
<br />The Mayor introduced bids received on automated dictating and microfilming equip-
<br />ment for the public safety department. The City Manager explained the equipment
<br />..as bein!; purchased ..i th a grant from the Criminal Justice Division, that both
<br />the city staff and the staff of the CJD had gone over the bids, and that the
<br />recommendation ..as to accept the bid of IBM Corporation for the dictating equipment
<br />in the an~unt of $7,477.60 and the bid from Eastman Kodak Company for the micro- 1
<br />filming equipment in the amount of $16,428.35, even though those ..ere not the 10..
<br />bids. Mr. Arredondo moved the recommendations be approved. Mr. James'~seconded
<br />the motion. Mr. Breihan stated his objection to approving the highest bid received.
