Marshall; Mrs. Richard <br />Bowles; Dr. Francis Horne; Dr. Everett Swinney; John Dennison; <br />Jimmy McCloud; Senator Charles Herring; Bob Davis; Griffith Morris; <br />Frank Seifert; Shirley Wickersham; Jilll Pendergast; Jerri Martin; <br />Melissa Millecam; Rowe Ray; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Minutes of the Regular Meeting held November 22, 1976 were approved on motion of <br />Mr. Hansen and second of Mr. James. The Minutes of the Special Meeting held <br />November 29, 1976 were approved on motion of Mr. Hansen and second of Mr. James. <br /> <br />I <br /> <br />Mrs. C.D. Marshall and Mrs. Richard Bowles came before the Council to announce <br />that Balcones Garden Club had arranged for trees and other smaller plants to be <br />donated to landscaping the new city hall grounds. Mrs. Marshall informed the Council <br />that 33 liveoak trees had been purchased by elementary school students and that <br />other persons were donating trees to recognize city manager James Baugh, former <br />city secretary Dorothy O. Worrell and former Mayor Luciano Flores. The Mayor <br />thanked Mrs. Marshall and Mrs. Bowles and presented them with a certificate of <br />appreciation to the Balcones Garden Club. <br /> <br />The Mayor opened a Public Hearing to consider a request for a change in the zoning <br />of part of Lots 17 and 18, Block 4 of the D.P. Hopkins Addition from "D" to "M". <br />The applicant, Art Ables, was not present. No persons came forward to object to <br />the requested change. Mayor Craddock announced that petitions had been received both <br />in approval of and objection to the change and that the Planning and Zoning Commission <br />had recommended the change not be approved. The Mayor closed the hearing and read <br />an Ordinance, the caption of. which is as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF .SAN MARCOS, TEXAS, <br />AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS <br />THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY <br />23, 1966 (VOL. 32) BY CHANGING THE ZONING OF PART OF LOTS 17 AND 18, <br />BLOCK 4 OF THE D.P. HOPKINS ADDITION, LOCATED AT THE SOUTHEAST CORNER <br />OF THE LINDSEY AND NORTH STREET INTERSECTION, FROM "D" (MULTIFAMILY) TO <br />"M" (MIXED). <br /> <br />I <br /> <br />Mr. Sutton moved the Ordinance not be approved. Mr. Arredondo seconded the w)tion. <br />Mr. Sutton cited his reason for objection to "he change was the poor traffic condition <br />in the area. On roll call, the following vote~s recorded: <br /> <br />AYE: Craddock, Hansen, James, Sutton, Arredondo, Cavazos <br />NAY: Breihan. <br /> <br />The Mayor opened a 'Ji'ublic Hearing to discuss the electric rate retail structu.re <br />for San Marcos with representatives of the Lower Colorado River Authority. ",he <br />introduced Mr. John Dennison and Mr. Jimmy McCloud of Electric Power Engineers, <br />Inc., rate consultants for the City. Senator Charles Herring, General Manager of <br />the Lower Colorado River Authority, came before the Council to state that LCRA had <br />proposed a new retail rate for San Mar~os which was lower than the present base rate. <br />He further stated that this new base rate should be considered an interim rate and <br />that it would be presented to the Public Utilities Commission in January or I'ebruary, <br />1977. Senator Herring said LCRA could not accept the 13.1% reduction recommended by <br />the City's rate consultants. He then introduced Griffith Morris and Frank Seifert <br />
