<br />137 <br /> <br />regular meeting, december 13, 1976 <br /> <br />page two <br /> <br />of Gilbert Management Consultants,who presented a report on retail revenue <br />requirements for LCRA. This report may be found in the official city files. <br />Bob Davis of First Southwest Co., fiscal advisers for LCRA, discussed LCRA's <br />equity in the system and advised that the figures presented were those necessary <br />to maintain the integrity of the system and to meet legislative mandates. Senator <br />Herring announced that the proposed reduction in rates,was an overall adjustment <br />down of 7.51% and that figure included the removal of the commodity price index <br />adjustment charge. <br /> <br />The l~ayor read an Ordinance, the caption of which is as follows: <br /> <br />AN ORDIANNCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />APPROVING THE PRICE AND TERMS OF THE SALE BY THE CITY OF SAN MARCOS, <br />TEXAS OF PARCEL NO. 15D-3 AND PARCEL NO. 15D-4, DESCRIBED FURTHER ON <br />EXHIBIT "A" ATTACHED HERErO, LOCATED WITHIN THE TEX. A-6, NEIGHBORHOOD <br />DEVELOPMENT PROGRAM AREA, TO JEFFREY H. KESTER, AUTHORIZING .THE MAYOR <br />TC EXECUTE A WARRANTY DEED TO JEFFREY H. KESTER, AND DECLARING AN <br />EMERGENCY. <br /> <br />I <br /> <br />Mr. Cavazos moved the Ordinance be adopted. Mr. James seconded the motion, which <br />passed unanimously. Mr. Sutton asked the City Manager why the property was sold <br />by lot and block number as opposed to metes and bounds, and hpw many times property <br />was surveyed before selling for development. <br /> <br />The Mayor read an Ordinance, the caption of which is as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />APPROVING THE PRICE AND TERMS AND CONDITIONS OF THE SALE BY THE <br />CITY OF SAN MARCOS, TEXAS OF PARCEL NO. 9-1, DESCRIBED FURTHER ON <br />EXHIBIT "A" ATTACHED HERErO, LOCATED WITHIN THE TEX. A-6, NEIGHBORHOOD <br />DEVELOPMENT PROGRAM AREA, TO PEDRO (PErE) RODRIGUEZ, AUTHORIZING THE <br />MAYOR TO EXECUTE A WARRANTY DEED TO PEDRO (PETE) RODRIGUEZ. <br /> <br />Mr. Cavazos moved the Ordinance be approved on first reading. Mr. Sutton <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />P~ING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS <br />~'HE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY <br />23, 1966 (VOL. 32) BY CHANGING THE ZONING OF ONE ACRE OF A 14.68-ACRE <br />~'RACT IN THE SUNSEr ACRES ADDITION, LOCATED ON BROADWAY STREEr, FROM <br />"R-l" (SINGLE FAMILY RESIDENTIAL) TO "P-l" (PUBLIC). <br /> <br />Mr. Sutton moved approval of the Ordinance on second reading. Mr. Hansen <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced tor consideration bids received on water meters. The City <br />Manager summarized the bids received (see bid sheet attached) and recommended <br />award of bid to Rockwell Internation at a net price of $23.50. Mr. Baugh reminded <br />the council that $75,000 had been appropriated out of Revenue Sharing Entitlement <br />Period #7. Mr. James moved the meters be purchased from Rockwell International <br />at a net price of $23.50. Mr. Cavazos seconded the motion. Mr. Breihan objected <br />to purehasing from the company if t-hesci:t:f st.P.l had to employ a person to check <br />all meters before they were installed. On roll call, the following vote was <br />recorded: <br /> <br />AYE: Arredondo, Cavazos, Craddock, Hansen, James, Sutton <br />NAY: Breihan. <br /> <br />I <br /> <br />Mayor Craddock announced that Finance Director Earl T.
