Bob Davis of First Southwest Co., fiscal advisers for LCRA, discussed LCRA's equity in the system and advised that the figures presented were those necessary to maintain the integrity of the system and to meet legislative mandates. Senator Herring announced that the proposed reduction in rates,was an overall adjustment down of 7.51% and that figure included the removal of the commodity price index adjustment charge. The l~ayor read an Ordinance, the caption of which is as follows: AN ORDIANNCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING THE PRICE AND TERMS OF THE SALE BY THE CITY OF SAN MARCOS, TEXAS OF PARCEL NO. 15D-3 AND PARCEL NO. 15D-4, DESCRIBED FURTHER ON EXHIBIT "A" ATTACHED HERErO, LOCATED WITHIN THE TEX. A-6, NEIGHBORHOOD DEVELOPMENT PROGRAM AREA, TO JEFFREY H. KESTER, AUTHORIZING .THE MAYOR TC EXECUTE A WARRANTY DEED TO JEFFREY H. KESTER, AND DECLARING AN EMERGENCY. I Mr. Cavazos moved the Ordinance be adopted. Mr. James seconded the motion, which passed unanimously. Mr. Sutton asked the City Manager why the property was sold by lot and block number as opposed to metes and bounds, and hpw many times property was surveyed before selling for development. The Mayor read an Ordinance, the caption of which is as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING THE PRICE AND TERMS AND CONDITIONS OF THE SALE BY THE CITY OF SAN MARCOS, TEXAS OF PARCEL NO. 9-1, DESCRIBED FURTHER ON EXHIBIT "A" ATTACHED HERErO, LOCATED WITHIN THE TEX. A-6, NEIGHBORHOOD DEVELOPMENT PROGRAM AREA, TO PEDRO (PErE) RODRIGUEZ, AUTHORIZING THE MAYOR TO EXECUTE A WARRANTY DEED TO PEDRO (PETE) RODRIGUEZ. Mr. Cavazos moved the Ordinance be approved on first reading. Mr. Sutton seconded the motion, which passed unanimously. The Mayor read the caption of an Ordinance as follows: I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, P~ING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS ~'HE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF ONE ACRE OF A 14.68-ACRE ~'RACT IN THE SUNSEr ACRES ADDITION, LOCATED ON BROADWAY STREEr, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "P-l" (PUBLIC). Mr. Sutton moved approval of the Ordinance on second reading. Mr. Hansen seconded the motion, which passed unanimously. The Mayor introduced tor consideration bids received on water meters. The City Manager summarized the bids received (see bid sheet attached) and recommended award of bid to Rockwell Internation at a net price of $23.50. Mr. Baugh reminded the council that $75,000 had been appropriated out of Revenue Sharing Entitlement Period #7. Mr. James moved the meters be purchased from Rockwell International at a net price of $23.50. Mr. Cavazos seconded the motion. Mr. Breihan objected to purehasing from the company if t-hesci:t:f st.P.l had to employ a person to check all meters before they were installed. On roll call, the following vote was recorded: AYE: Arredondo, Cavazos, Craddock, Hansen, James, Sutton NAY: Breihan. I Mayor Craddock announced that Finance Director Earl T. Williams had been publicly commended by State Comptroller Bob Bullock and that she had received a letter from Southwest Texas State University radio and t.v. department commending Public Infor- mation officer Terry Roberts for his assistance to that department.
