3.15 I 4.01 4.01 -3- 145c Sec. 3.15. Investigation by the city council. The city council shall have power to in~uire into the official conduct of any office, department, agency, officer, or employee of the city and to make investi- gations as to municipal affiars, and for that purpose may subpoena witnesses, administer oaths and compel the production of books, papers, and other evidence material to the in~uiry. The council shall provide by ordinance penalties for contempt in failing or refusing to ooey any such subpoena or to produce any such books, papers, or other evidence, and shall have the power to punish any such con- tempt in the manner provided by such ordinance. [add] Results of investi~atioa or inquiry shall be made available to 'the city mana~er; however, recommendations shall not extend to the appointment or dismissal of any employee subordinate to the city manager. . . . Sec. 4.01. City manager. (a) Appointment and ~ualifications: The city council shall appoint a city manager who shall be the chief administrative and executive officer of the citlr, . . .
