<br />3.05 <br /> <br />3'1 <br /> <br />145b <br /> <br />-2- <br /> <br />(b) If a member of the council shall cease to possess any of these <br />qualification", or shall be convicted of a felony, that member [changed from <br />"he"] shall immediately forfeit [delete "his"] office. <br /> <br />Sec. 3.05. Mayor and mayor pro tempore. <br /> <br />. . . The mayor shall preside at all meetings of the council and shall be <br />recognized as head of the city government for all ceremonial purposes, for the <br />purpose of receiving service of civil process, and for military purposes, but <br />[delete "he"] shall have no regular administrative duties. . . . <br /> <br />Sec. 3.07. Powers of the city council. <br /> <br />All powers and authority which are expressly or impliedly conferred on or <br />possessed by the city shall be vested in and exercised by the council; provided, <br />however, that the council shall have no power to, and shall not: <br /> <br />(a) Sell, convey, [delete "lease"] mortgage, or otherwise alienate any <br />land which is now, or shall hereafter be, dedicated for park purposes, <br />unless the qualified voters of the city shall authorize such act by <br />adopting in a general or special election a proposition submitting the <br />question and setting forth the terms and conditions under which such sale, <br />conveyance, [delete "lease"] mortgage, or other alienation is to be made. . <br /> <br />3.08 Sec. 3.08. City council not to interfere in appointments or removals. <br /> <br />3.09 Sec. 3.09. Meeting of the city council. <br /> <br />Neither the council nor any of its members shall instruct or re~uest the city <br />manager or any of the manager's Ichanged from "his"] subordinates to . <br /> <br />3.11 <br /> <br />. . . All meetings of the city council shall be public; however, the council <br />may recess for the purpose of discussing in a closed session [delete "limited~ <br />its own membership"] [add] as 'provided by-state law, any matter which would tend <br />to defame or prejudice the character <br /> <br />Sec. 3.10. Rules of procedure. <br /> <br />The city council shall determine by ordinance its own rules of procedure and <br />order of business. Four (4) or more council members [changed from "councilmen"] <br />shall constitute a quorum, but no action of the council shall be of any force or <br />effect unless it is adopted by the favorable votes of four (4) or more of the <br />council members Ichanged from "councilmen"]. . . <br /> <br />3.11 Sec. 3.11. Procedure for passage of ordinances. <br /> <br />. . . The city attorney shall approve all ordinances adopted by the council" as <br />to the legality thereof, or shall file with the city secretary [delete "his"'] <br />written legal objections thereto. . . .
