Williams <br /> <br />Also present: Albert Sierra; Mary Jo Patton; Rex Reddell; John Jackson; <br />Rodney Nelson; Kathleen Morris; Lem Cox; Tom Harwood; Terry Roberts; <br />Jerri Martin; Melissa Millecam; Rowe Ray; Gary Bond; and others. <br /> <br />The meeting was called to order by the Mayor at 7:30 p.m. <br /> <br />Mayor Craddock issued a proclamation designating the month of January as <br />March of Dimes Month. <br /> <br />The Minutes of the Regular Meeting held December 20, 1976 were approved on motion <br />of Mr. Cavazos and second of Mr. Hansen. The Minutes of the Special Meeting held <br />January 3, 1977 were approved on motion of Mr. James and second of Mr. Hansen with <br />Mr. Breihan abstaining due to his absence from the meeting. <br /> <br />I <br /> <br />The Mayor opened a Public Hearing to consider a re<J.uest by American Legion Post 144 <br />for a change in the zoning of 2.74 acres in the J.M. Veramendi League Number 2 <br />from "c" to "C-2". Rex Reddell was present to re<J.uest the change. No objections <br />were made from surrounding property owners. The Mayor closed the hearing and read <br />an ordinance, the caption of which is as fQllows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 3 OF THAT ORDINAl~CE WHICH REGULATES AND RESTRICTS <br />THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, <br />1966 (VOL. 32) BY CHANGING THE ZONING OF 2.74 ACRES IN THE J.M. <br />VERAMENDI LEAGUE NUMBER TWO, LOCATED AT 1233 I.H. 35 NORTH, FROM "c" <br />(COMMERCIAL) TO "C-2" (COMMERCIAL). <br /> <br />Mr. Hansen moved the Ordinance be approved on first reading. Mr. Arredondo seconded <br />the motion, which passed unanimously. <br /> <br />I <br /> <br />Mayor Craddock opened a Public Hearing to consider the Community Development <br />Action Year III application to the Department of Housing and Urban Development. <br />The City Manager listed the long range needs established on January 3, 1977 by <br />the Council as: 1) water; 2) sewer; 3) housing; 4) streets/traffic/streetlights/ <br />sidewalks; 5) drainage; 6) economic development; 7) fire protection; 8) recreation; <br />9) health clinics; and 10) day care. Council then discussed long term objectives <br />the meet the needs established. Scheib Mental Health/Mental Retardation Center <br />representatives Kathleen Morris, Carmen Pohlemus and Joe Froh came before the <br />council to re<J.uest an earlier plan for a multi-purpose social services center be <br />abandoned in favor of a building to house only the Scheib program. By common <br />consent, the following long term objectives were established: l} water supply <br />system in the southeast section of San Marcos to better provide water pressure in <br />E.D. #4 and #7; 2) aC<J.uisition of substandard and detrimental housing condi Uons <br />in E.D. #4, #9, #11 and #13, which includes redevelopment, relocation and cl.~arance; <br />3) rehabilitation, code enforcement, clearance and demolition of buildings . detrimental , <br />and harmful to the safety and welfare of the public in E'.D. #4, 5, 6, 7, 8, 9,aLiIl and <br />13; 4) paving, repair and reconstruction of streets in E.D. #~,)7, 8, 9, 11 and 13; <br />5) elimination of wastewater problems and development of a better collection and <br />distribution system in E.D. #7; 6) solution of the drainage problems in E.D. #4, 6,7" <br />8, 9, 11 and 13; 7) aC<J.uisition of parkland and park related e<J.uipment for the <br />development of the San Marcos River Waterbased Plan as developed by the Soil Conserva- <br />tion Service and acquisition of parkland for neighborhood parks in E.D. #3, 7 and 8; <br />8) elimination fo structural or architectural barriers in public buildings, streets <br />and sidewalks~ 9) construction of a mental health and mental retardation social <br />service facility to serve residents of the community; 10) construction of sidewalks <br />in areas of heavy pedestrian traffic, particularly around public schools; 11) provi- <br />sion of a fire substation in E.D. #13 to prevent the southside from being cut off <br />
