The Council next agreed On the following short-term <br />objectives: 1) aC<J.uisition and clearance of selected structures in E.D. #4, 9, 11 <br />and 13; 2) clearance, demolition, removal, rehabilitation and code enforcement <br />of buildings in E.D. #3, 4, 5, 6, 8, 9, 11 and 13; 3) construction of public <br />facility improvements including water, sewer, streets, curb and gutter, and sub- <br />surface drainage in the Westover Area, E.D. #7; 4) construction of a water storage <br />facility in the southeast section of the city, E.D. #13; 5) continuation of Cheatham I <br />Street improvements to cross Purgatory Creek, E.D. #13; 6) public facility improve- <br />ment" in the Rio Vista Area to include the construction of ade<J.uate water lines, <br />drainage, curb and gutter, and sidewalks where appropriate, E.D. #4; 7) construction <br />of drainage facilities and street improvements in the Mill Street area, E.D. #6; <br />8) construction of drainage facilities and street improvements in the Barbara Drive <br />area, E.D. #8, 9) public facility improvements to include streets, curbs and drainage <br />in E.D. #11 and 13; 10) construction of a mental health-mental retardation building; <br />11) construction of drainage structures and facilities along drain fields of 1, 2 <br />and 3 in E.D. #5 and 9; 12) construction of a fire substation south of the railroad <br />lines in E.D. #4 and 13; 13) construction of sidewalks at Travis Elementary School <br />in E.D. #2; 14) construction of Edward Gary Street extension, E.D. #4; 15) construc- <br />tion of a water supply system in the north section of San Marcos, E.D. #2; 16) con- <br />pletion of L.B.J. Drive from Walnut Street to Holland Street, E.D. #2; and 17) con- <br />struction of Broadway Street extension from the southside of I.H. 35 across to <br />Purgatory Street, E.D. #13. The Mayor announced the final public hearing WDuld be <br />held Monday, January 17. <br /> <br />Mayor Craddock read a Resolution having the following caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />,~PROVING A MUTUAL AID LAW ENFORCEMENT AGREEMENT FOR THE ESTABLISHMENT <br />OF THE HAYS COUNTY MAJOR CRIMES TASK FORCE AND AUTHORIZING THE CITY <br />MANAGER OF THE CITY OF SAN MARCOS TO EXECUTE SAME IN AND ON BEHALF <br />OF THE CITY OF SAN MARCOS, TEXAS. <br /> <br />Mr. Sutton moved adoption of the Resolution. Mr. James seconded the motion. I <br />John Jackson of the District Attorney's Office informed the Council that he had <br />discussed the basic principles of the agreement with Sheriff Alton Smithey and <br />that ~~. Smithey was in agreement. On roll call, the motion to adopt the Resolu- <br />tion was unanimously approved. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS <br />THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, <br />1966 (VOL. 32) BY CHANGING THE ZONING OF LOTS 27, 28, 29 AND 30, <br />BLOCK 1 OF THE ZACK WILLIAMSON SECOND ADDITION, LOCATED AT 500 W. <br />MI\RLETON, FROM "R_l" (SINGLE FAMILY RESIDENTIAL) TO "C" (COMMERCIAL). <br /> <br />Mr. Breihan moved the Ordinance be approved on second reading. Mr. Hansen <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />RE:GULATING AND SETTING RATES FOR ELECTRICAL UTILITIES; ESTABLISHING <br />PROCEDURES AND REQUIREMENTS FOR RATE ADJUSTMENTS; PROVIDING FOR <br />HEARINGS ON RATES AND SERVICES; REQUIRING REPORTS AND STATEMENTS; <br />AND PROVIDING FOR A SAVINGS CLAUSE. <br /> <br />I <br /> <br />Mr. Hansen moved the Ordinance be approved on second reading. Mr. Cavazos <br />seconded the motion, which passed unanimously. Mayor Craddock announced the <br />Ordinance would be considered on third and final reading at a Special Meeting <br />to be held at 7:30 p.m. on Monday, January 17,1977 at City Hall. <br />
