175 REGULAR MEErING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 14,1977 Present: Mayo r Emmie Craddock Councilmen Frank, T. Arredondo Ted Breihan Robert L. The Mayor called the meeting to order at 7:30 p.m. Mayor Craddock issued a proclamation in observance of American Heart Association week. The Minutes of the regular meeting held January 24, 1977 were approved on motion of Mr. Breihan and second of Mr. Hansen. The Minutes of the special meeting held January 31, 1977 were approved on motion of Mr. James and second of Mr. Hansen. I The Mayor read an Ordinance having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE ORDINANCE WHICH AUTHROIZES THE PLACING AND MAINTENANCE OF TRAFFIC-CONTROL DEVICES AT VARIOUS STREET INTERSECTIONS WITHIN THE CORPORATE LIMITS OF THE CITY OF SAN MARCOS, BY THE ADDITION OF THREE INTERSECTIONS TO SECTION 1 OF SAID ORDINANCE, AS AMENDED. Mr. Breihan moved the Ordinance be adopted on emergency basis. Mr. Hansen seconded the motion, which passed unanimously. The Mayor opened a Public Hearing to consider a request for a change in the zoning of Lots 5 and 6, West End Addition, from "R-l" (single family residential) to "c" (connnercial). The applicant, Garland Warren, was represented by attorney Gene Majors who stated his cliet felt the property was located at a street intersection which was no longer a residential area. Donna Throckmorton and other residents in the neighborhood asked the Council how the widening of Bishop Street would affect the area and stated opposition to to zoning change on the basis of traffic problems. It was noted that ah~eBlamnmng and Zoning Connnission had reconnnended denial of the request and that petitions had been received from persons owning property within 200 feet of the property in question. The Mayor closed the hearing and read an Ordinance having the following caption: I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF LOTS 5 AND 6 OF THE WEST END ADDITION, LOCATED AT 1304 HOPKINS STREET, FROM "R-l" (SINGLEI':FAMILY RESIDENTIAL) TO "c" (COMMERCIAL). Mr. Arredondo moved the Ordinance be adopted. Mr. Breihan seconded the motion. On roll call, the folloWing vote was recorded: AYE: Arredondo, Breihan NAY: Cavazos, Craddock, Hansen, James, Sutton.
