Throckmorton; Norman Jackson; Hollis Smith; <br />Ralph Rushing; Melissa Mil1ecam; Jerr~ Martin; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock issued a proclamation in observance of American Heart Association <br />week. <br /> <br />The Minutes of the regular meeting held January 24, 1977 were approved on motion <br />of Mr. Breihan and second of Mr. Hansen. <br /> <br />The Minutes of the special meeting held January 31, 1977 were approved on motion <br />of Mr. James and second of Mr. Hansen. <br /> <br />I <br /> <br />The Mayor read an Ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE ORDINANCE WHICH AUTHROIZES THE PLACING AND MAINTENANCE <br />OF TRAFFIC-CONTROL DEVICES AT VARIOUS STREET INTERSECTIONS WITHIN <br />THE CORPORATE LIMITS OF THE CITY OF SAN MARCOS, BY THE ADDITION OF <br />THREE INTERSECTIONS TO SECTION 1 OF SAID ORDINANCE, AS AMENDED. <br /> <br />Mr. Breihan moved the Ordinance be adopted on emergency basis. Mr. Hansen seconded <br />the motion, which passed unanimously. <br /> <br />The Mayor opened a Public Hearing to consider a request for a change in the zoning <br />of Lots 5 and 6, West End Addition, from "R-l" (single family residential) to "c" <br />(connnercial). The applicant, Garland Warren, was represented by attorney Gene Majors <br />who stated his cliet felt the property was located at a street intersection which <br />was no longer a residential area. Donna Throckmorton and other residents in the <br />neighborhood asked the Council how the widening of Bishop Street would affect the <br />area and stated opposition to to zoning change on the basis of traffic problems. <br />It was noted that ah~eBlamnmng and Zoning Connnission had reconnnended denial of the <br />request and that petitions had been received from persons owning property within <br />200 feet of the property in question. The Mayor closed the hearing and read an <br />Ordinance having the following caption: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING <br />SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND <br />USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY <br />CHANGING THE ZONING OF LOTS 5 AND 6 OF THE WEST END ADDITION, LOCATED AT 1304 <br />HOPKINS STREET, FROM "R-l" (SINGLEI':FAMILY RESIDENTIAL) TO "c" (COMMERCIAL). <br /> <br />Mr. Arredondo moved the Ordinance be adopted. Mr. Breihan seconded the motion. <br />On roll call, the folloWing vote was recorded: <br /> <br />AYE: Arredondo, Breihan <br />NAY: Cavazos, Craddock, Hansen, James, Sutton. <br />
