<br />191 <br />regular meeting, february 28, 1977 <br /> <br />page two <br /> <br />The ~~yor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />J\PPROVING A CONTRACT FOR SERVICES BETWEEN THE HERITAGE GUILD AND THE <br />CITY OF SAN MARCOS FOR THE CONTINUED OPERATION OF THE CHARLES S. COCK <br />HOME AS A HOUSE MUSEUM OPEN TO THE PUBLIC, AND AUTHORIZING THE MAYOR <br />OF THE CITY COUNCIL OF SAN MARCOS TO EXECurE SAID CONTRACT ON BEHALF <br />OF THE CITY. <br /> <br />Mr. Sutton moved the Resolution be adopted. Mr. Breip.an seconded the motion. <br />Mr. Arredondo stated his feeling that all income from the lunches served on <br />Fridays by the Heritage Guild should be put back into the general fund. The I <br />Mayor noted that the contract stipulates that profit from those activities will <br />be put back into the Cock Home as approved by the Parks and Recreation Board. <br />On roll call, the motion was unanimously approved. <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A LEASE CONTRACT <br />WITH AQUARENA, INCORPORATED, FOR PROPERTY TO BE UTILIZED BY THE CITY AS A <br />GOLF COURSE, AND AUTHORIZING THE MAYOR OF THE CITY OF SAN MARCOS TO EXECUTE <br />SAME IN AND ON BEHALF OF THE CITY OF SAN MARCOS FOR THE TERM BEGINNING ON <br />JANUARY 1, 1977, AND TERMINATING ON DECEMBER 31, 1977. <br /> <br />Mr. Hansen moved adoption of the Resolution. Mr. Breihan seconded the motion, which <br />passed unanimously. Mr. Cavazos suggested the county be approached about contribu- <br />ting to the cost of the facilitt. The City Manager suggested the school might be <br />contact.ed as we!l:l1 <br /> <br />The Mayor introduced for discussion the status of the Girl Scout House located <br />on the Gilcrease parkland. Mrs. Ross Compton came before the Council to explain <br />that she and other members of the local Girl Scout program were not aware that <br />the original agreement allowing them to use the building and maintain the interior <br />was no longer in effect. She and Mr. Ellis Serur assured the Council that the <br />Girl Scout Troops would gladly share the building with other groups wishing to <br />use it. Mayor Craddock moved the matter be referred to the Parks and Recreation <br />Board for a recommendation. Mr. James seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />The Mayor read an Ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ABANDONING <br />AND VACATING AN EASEMENT BETWEEN LOTS 2 AND 3 AUTHORIZING THE MAYOR TO <br />EXECUTE AND DELIVER A QUITCLAIM DEED RELINQUISHING ALL THE CITY'S RIGHT, <br />TTJ'LE, AND INTEREST TO SAID PROPERTY TO JIM CAUTHORN, AND 'DECLARING AN <br />EMERGENCY. <br /> <br />Mr. Hansen moved the Ordinance be amended to provide for the relocation of a water <br />line as <?pposed to a wastewater line as indicated in the Ordinanc,e, and that the <br />Ordinance be approved as an emergency. Mr. James seconded the motion, which passed <br />unanimously. ,.^" ..,~ .,' , <br /> <br />The Mayor read an Ordinance having the following caption: <br /> <br />AN '8RDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ABANDONING <br />AND VACATING AN EASEMENT ALONG THE REAR OF LOT 7, AUTHORIZING THE MAYOR TO <br />EXECUTE AND DELIVER A QUITCLAIM DEED RELINQUISHING ALL THE CITY'S RIGHT, <br />TITLE, AND INTEREST TO SAID PROPERTY TO BEN McCOLLUM AND DECLARING AN EMERGENCY. <br /> <br />Mr. Sutton moved the Ord:j"nance not be approved. There was no second to the motion. <br />Mr. Arredondo ~uestioned'the emergency clause and the city's intentions in relocating <br />a utilitJ' line for a residential lot while denying property located ,across the I <br />street from city hall city services for connnercial development. Mr. Sutton and <br />Mr. Breihan stated their concern with the expense of the relocation when builders <br />had been denied building permits because the City could not afford to 'extend the <br />necessary. utility lines to their property. He adVised~'. tMcC6l1um that he was <br />opposed to doing the work until other re~uests for utilities extension had been <br />done. Mr. Hansen moved the Ordinance be adopted as an emergency. Mr. James seconded <br />the motion. On roll call, the following vote was recorded: <br /> <br />AYE: James, Arredondo, Breihan, Cavazos, Craddock! Hansen, <br />NAY: Sutton. <br />
