<br />The Mayor read an Ordinance having the following caption:

<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ABANDONING
<br />AND VACATING AN EASEMENT ALONG THE REAR OF LOT 8, AUTHORIZING THE MAYOR TO
<br />EXECUTE AND DEEIVER A QUITCLAIM DEED HELINQUISHING ALL THE CITY'S RIGHT, TITLE
<br />AND INTEREST TO SAID PROPERTY TO C.E. DOYLE, AND DECLARING AN EMERGENCY.

<br />Mr. Hansen moved the Ordinance be adopted. Mr. Breihan seconded the motion, which
<br />passed unanimously. The City Manager asked the Council if they wished to instruct
<br />him specifically not to ~oVe the utility line without authorization for the expenditure.
<br />The Council took no action on the request.
<br />
<br />The Mayor read an Ordinance having the following caption,

<br />AN ORDINANCE OF'ITHE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FIXING
<br />RENTAL FEES TO BE PAID AND CONDITIONS AND REQUIREMENTS TO BE MET BY THE
<br />LOWER COLORADO RIVER AUTHORITY FOR THE PRIVILEGE OF CONTINUING TO ENTER UPON
<br />AND USE THE STREETS, ALLEYS AND PUBLIC GROUNDS OF THE CITY OF SAN MARCOS FOR
<br />THE PURPOSE OF DISTRIBUTING ELECTRIC POWER AND ENERGY FOR LIGHTS, HEAT AND
<br />POWER TO THE CITY AND ITS INHABITANTS; PROVIDING PENALTIES FOR VIOLATION;
<br />AND PROVIDING FOR A SAVINGS CLAUSE.

<br />Mr. Hansen moved the Ordinance be approved on first reading. Mr. Arredondo seconded
<br />the motion, which passed unanimously.

<br />James E. Byrn came before the Council with 60% planning stage plans for the
<br />Westover paving and utility improvements, Community Development program. Mr. Byrn
<br />stated that the total construction cost was estimated at $2~5 million, with the first
<br />year construction cost estimated at $1.'J!5li1iild,iiiua-;>n I.edn Barba of Mr. Byrn' s firm
<br />reviewed the plans with the Council, and pointed out that Bishop from Ranch Road l2
<br />to Hopkins and Prospect streets. would be widened to 45 feet, and the othersstreets
<br />would be 37 feet, curb to curb. Charles Varnell, representing Forrest & Cotten,
<br />presented suggested water and wastewater improvements. Mr. Varnell suggested the
<br />Council consider a lift station and lines west of Bishop to handle potential growth
<br />and a line behind Crockett School or down Clyde street. The engineers recommended
<br />the Council authorize improvements to water and sewer systems above Bishop for the
<br />first year and estimated the cost for water line extension at $190,200 and se"er at
<br />$132,400. The total estimate, with administrative and contingency costs, for streets, ,
<br />drainage, water and Gewar imp~ovements was given at $1,255,000. Mayor Craddock
<br />expressed her COncern at the difficulty and expense in getting easements for street
<br />improvements. Mr. Arredondo said he hoped the project would be better adminiBtered
<br />than the confluence improvement s last summer. Mr. Bre,;,han requested the staff look
<br />for parkland in the area.

<br />Mr. Breihan moved the Resolution be adopted. Mr. Hansen seconded the motion,
<br />which passed unanimously.

<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SUPPORTING
<br />THE PROPOSED AMENDMENT OF TEXAS WATER QUALITY BOARD ORDER NO. 75-0128-20
<br />(EDWARDS AQUIFER ORDER) AND DIRECTING THAT Il. COpy OF THIS RESOLUTION BE SENT
<br />TO THE TEXAS WATER QUALITY BOARD.

<br />Mr. Cavazos.moved the Resolution be adopted. Mr. Hansen seconded the motion.
<br />Dr. Longiey; chairman of the Environmental Advisory Committee, agreed that the new
<br />criteria are more easily met by San Marcos and Hays County, however, he urged the
<br />Council to oppose the relaxing of restrictions for all counties except Bexas and
<br />Hays. Mr. Cavazos withdrew his motion and moved to adopt the Resolution adopted by
<br />the Environmental Advisory Commission, and having the following caption:

<br />TEXAS RECOMMENDING TO THE CITY COUNCIL THAT THE CITY OF SAN MARCOS HAVE A
<br />SPOKESPERSON IN ATTENDANCE AT THE MARCH 3, 1977 TEXAS WATER QUALITY BOARD
<br />MEETING TO OPPOSE AN AMENDMENT TO TEXAS WATER QUALITY BOARD ORDER NO. 75-0128-20.
