Hansen directed the reading of an OrUinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING ORDINANCE 1974-68, ADOPrED ON NOVIMBER 11, <br />1974, WHICH ADDED CHAPTER 31, ENTITLED "MUNICIPAL AIRPORT" , <br />WHICH ESTABLISHED AN AIRPORT CC11MISSION, DESIGNATED THE <br />QUALIFICATIONS OF THE COMMISSIONERS, AND OUTLINED THE POWERS <br />AND WTIES OF THE COMMISSION, BY ENlARGING THE COMMISSION <br />FROM FIVE TO SEVEN MEMBERS; BY CHANGING THE TERMS OF MEMBER- <br />SHIP; BY LIMITING THE NUMBER OF CONSECUTIVE TERMS A MEMBER <br />CAN SERVE; BY PROVIDING THAT TIiE CCMMISSION SHALL SIT AS AN <br />APPEAL HEARING BOARD ONLY UPON REQUEST OF THE CITY MANAGER; <br />BY ELIMINATING THE COMMISSION'S AUTHORITY TO CREATE DEBTS OR <br />ENTER INTO CONTRACTS WITH APPROVAL BY THE CITY COUNCIL; AND <br />PROVIDING FOR AN EFFECTIVE DATE. <br /> <br />I <br /> <br />Dr. Craddock moved the Ordinance be approved on first reading. Mr>. Cavazos <br />seconded the motion. The City Manager explained that the Airport Commission <br />had recommended several changes in the OrUinance. The first was that the <br />restriction in Section 31-3 of the Code Chapter on Municipal Airport which <br />limited service on the Commission to two consecutive terms be deleted. The <br />second recommendation was to change the first sentence in Section 31-5 which <br />read "The Airport Commission, upon request of the City Manager, may sit as <br />an Appeal Board..." to read "The Airport Commission shall sit as an Appeal <br />Board ...". The next recommendation was to add a new Section 31-6 to read as <br />follows: <br /> <br />The Airport Commission shall have the responsibility to review all <br />leasees at San Marcos Municipal Airport and the applicable contracts <br />for operations. Said review shall result in an arumal report being <br />submitted by said Airport Commission to the City Manager and City <br />Council. Such armual report shall be sul::mi tted in February of each <br />year and shall contain an appraisal of each leasees conformance in <br />relation to respective leases. <br /> <br />I <br /> <br />The last recommendation was to change Part 3 of the OrUinance as proposed <br />to refer' to Section 31-7 instead of 31-6. Dr. Craddock moved to amend the <br />OrUinance to conform to the recommendations outlined above. Mr>. Cavazos <br />seconded the motion. On roll call, the motion to approve the amendments was <br />unanimously passed. Council briefly discussed the activities of the Airport <br />with Airport Commission Chai:i1nan Jack Stovall. On roll call, the motion to <br />approve the OrUinance on first reading, as amended, was unanimously approved. <br /> <br />Mr>. Hansen read the caption of an OrUinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 104 (a) OF ORDINANCE 1950-13, <br />ADOPTED JULY 25, 1950, WHICH SPECIFIED THE CIRCUMSTANCES <br />UNDER WHICH THE POLICE DEPARI'MENT WAS AUTHORIZED TO IMPOUND <br />STANDING OR PARKED VEHICLES, AND WHICH IS CODIFIED AS <br />SECTION 29-152 (a), OF ARTICLE VII, CHAPIER 29 OF THE CODE <br />OF ORDINANCES, BY ADDING ADDITIONAL CIRCUMSTANCES UNDER <br />WHICH STANDING OR PARKED VEHICLES COULD BE IMPOUNDED; AND <br />DEClARING AN EFFECTIVE DATE. <br /> <br />Mr>. James rroved the OrUinance be adopted on third and final reading. Dr. Craddock <br />seconded the motion which passed unanimously. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, PROVIDING THAT THAT PORTION OF THAT UNNAMED STREET <br />DEDICATED IN THE PLI'J OF THE CHARLES MEINERS ADDITION TO <br />THE CITY OF SAN MARCOS, FROM U. S. HIGHWAY 81 TO MILL STREET <br />AND THAT PORTIONS OF THOSE ALLEYS REMAINING OUT OF THE <br />W.O. MEINERS FIRST SUBURBAN ADDITION TO THE CITY OF <br />SAN MARCOS, BE VACATED, ABANDONED, AND CLOSED; PROVIDING <br />FOR THE REVERSION OF THE FEE IN SAID lANDS TO THE ADJACENT <br />PROPERTY OWNERS; DIRECTING THE MAYOR TO EXECUTE AND DELIVER <br />QUITCLAIM DEEDS TO SAID OWNERS; AND PROVIDING FOR AN EFFECTIVE <br />DATE. <br /> <br />I <br /> <br />Mr>.
