Also present for the discussion was <br />Mr. Delbert Chance of the State Department of Highways and Public <br />Transportation. He and Mr. Kotowski reported to the Council that although <br />the maintenance agreement included a provision giving the City responsibility <br />for inspection of bridges, the State would continue to assume that responsi- <br />bility on the City's behalf. On roll call, the motion to adopt the ordinance <br />was unanimously approved. <br /> <br />The Mayor directed the reading of an ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ESTABLISHING PROCEDURES FOR REOUESTING INFORMATION, <br />INSPECTING CITY RECORDS, AND COPYING CITY RECORDS; AUTHORIZING <br />THE CITY MANAGER TO COMPILE .~~D MAINTAIN A RECORDS RETENTION <br />SCHEDULE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Hansen moved the ordinance be approved on first reading. Mr. James seconded <br />the motion which passed unanimously. <br /> <br />The Mayor read an ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING THE MICROFILMING OF THE CITY OF SAN MARCOS <br />RECORDS; PROVIDING FOR INDICES, MICROFILM qUALITY, ACCURACY <br />AND PUBLIC ACCESS; PROVIDING A SEVERABILITY CLAUSE AND AN <br />EFFECTIVE DATE. <br /> <br />Mr. Hansen moved the ordinance be approved on first reading. Mr. Cavazos <br />seconded the motion which passed unanimously. <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER VI, "CEMETERIES" OF THE CODE OF <br />ORDINANCES OF SAID CITY BY REPEALING ARTICLE II OF SAID <br />CHAPTER ENTITLED "SAN MARCOS CEMETERY" AND SUBSTITUTING IN <br />ITS PLACE A NEW ARTICLE II, HAVING THE SAME TITLE; <br />ESTABLISHING RULES AND REGULATIONS, REOUIRING PERMITS, <br />SETTING FEES, AND REGULATING THE PERPETUAL CARE FUND: AND <br />SETTING AN EFFECTIVE DATE. <br /> <br />Mr. James moved the ordinance be adopted on third and final reading. Mr. Hansen <br />seconded the motion which passed unanimously. <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ADOPTING NEW RULES AND REGULATIONS FOR THE OPERATION <br />AND MAINTENANCE OF THE SAN MARCOS CEMETERY. <br /> <br />Mr. James moved the resolution be adopted. Mr. Hansen seconded the moti'3n. <br />The City Secretary explained that the major deviation from the formal rules <br />and regulations adopted by the Council was for the requirement that all <br />interments be made with concrete grave liners to alleviate the problems in <br />maintenance caused by the sinking of graves. On roll call, the motion to <br />adopt the resolution was unanimously approved. <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />., e <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY 6~ SAN MARCOS, <br />TEXAS, APPOINTING A SPECIAL CANVASSING BOARD TO-COUNT. <br />ABSENTEE BALLOTS CASE IN THE REGULAR CITY ELECTION TO BE <br />HELD APRIL 1, 1978, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Hansen moved the resolution be adopted. Mr. Breihan :seconded the motion <br />which passed unanimously. <br /> <br />The City Attorney came before the Council with a presentation of City <br />to collect delinquent taxes. He told the Council that his office was <br />to begin filing suits to collect the outstanding payments.
