Webster, City Manager <br /> <br />Airport Commission <br /> <br />Appraisal of Centex Aviation's Lease on San Marcos Municipal Airport <br /> <br />February 21, 1978 <br /> <br />RE: , 0fainance-# 1978-5 <br /> <br />I <br /> <br />I <br /> <br />CSM-IOO <br /> <br />1. As directed by Ordinance #1978-5, approved by the City Council on <br />January 23, 1978, members of the Airport Commission conducted an_ <br />"appraisal" of Centex Aviation's conformance to the provisions of their <br />lease at San Marcos Municipal Airport. The appraisal was conducted by <br />Jack Stovall and George Gilbert and approved by the Airport Commission. <br /> <br />2. MAJOR DEFICIENCIES: <br /> <br />A. The armual rental fee of $521.40 for 1976 and 1977 have not been paid. <br /> <br /> <br />B. No copy of the public liability insurance is em file with the City <br /> <br />Secretary. <br /> <br />3. MINOR DEFICIENCIES, <br /> <br />A. Centex Aircraft are regularly stored on Ramp Space other than the <br />space authorized under this lease. <br /> <br />B. A Mobile Home has been installed on the Leased Property without <br />prior approval of the San Marcos City Council. <br /> <br />4. COMMENTS : <br /> <br />A. Centex has maintained the buildings covered under this lease in good <br />condition. The renovation has increased the value of these buildings <br />several times over original value. <br /> <br />B. Centex does operate an Aircraft Rental Service, and a Flight Training <br />School. They have the necessary Aircraft available in a ready <br />condition. They are in compliance with all FAA regulations, and have <br />the required Licenses and Certificates. <br /> <br />C. Centex Aviation maintains regular operating hours. They normally <br />operate from 7 A.M. to Midnight seven days each week. <br /> <br />D. Total Renovation on the Leased property has been completed without <br />approval from the San Marcos City Council. <br /> <br />E. The leased property has been used for Aviation Related activity <br />only for the term of this lease. <br />
