<br />102 <br /> <br />regular meeting, march 27, 1978 <br /> <br />page two <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />A RESOLUTION BY THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, RELATING TO <br />THE CENTRAL TEXAS HIGHER EDUCATION <br />AUTHORITY, INC.; APPROVING CERTAIN <br />ACTIONS TAKEN BY THE BOARD OF DIRECTORS <br />OF THE CORPORATION; APPROVING THE <br />DIRECTORS THEREOF; PROVIDING AN EFFECTIVE <br />DATE. <br /> <br />I <br /> <br />Mr. Gene Majors was the attorney present to represent the <br />Central Texas Higher Education Authority. Mr. Breihan <br />moved the resolution be adopted. Mr. Hansen seconded the <br />motion which passed unanimously. <br /> <br />The Mayor introduced for discussion proposed changes in the <br />Parks and Recreation fee schedules. Mr. Warren Leddick, <br />Director of Parks and Recreation and the City Manager <br />summarized the changes recommended in the tournament fee <br />charge for the softball fields and the increase of the <br />swimming pool for adults from 50e to 75C. Council requested, <br />by common consent, that the fees be presented for formal <br />adoption at a later meeting. <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, ORDERING <br />THAT A PROPOSITION FOR OR AGAINST THE <br />REMOVAL OF THE RESTRICTION FOR PARKLAND <br />USE ONLY FROM A 2-ACRE TRACT OF LAND <br />LOCATED ALONG A PORTION OF BUGG LANE <br />BETWEEN HOPKINS STREET AND MISSOURI- <br />PACIFIC RAILROAD TRACKS BE REMOVED FROM <br />THE APRIL 1, 1978 ELECTION BALLOT; <br />AUTHORIZING AND DIRECTING THE CITY <br />SECRETARY TO EFFECT SAID REMOVAL; AND <br />ESTABLISHING AN EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. Breihan moved the resolution be adopted. Mr. Sutton <br />seconded the motion. The City Manager informed the Council <br />that Southwest Texas State University representative had <br />been contacted by letter and had made no response. <br />Mr. Gilbert Conoley and Mr. Gene Funk were among those <br />present to represent the Parks and Recreation Board. <br />Mr. Conoley told the Council that it was the firm recom- <br />mendation of the Parks and Recreation Board not to give up <br />the property in question. Council asked the Board to report <br />on alternatives to give access to the City Park. They also <br />requested the City Manager to have prepared a map giving the <br />location of all City parkland from C. M. Allen Parkway to <br />Bugg Lane to Hopkins Street to the river. On roll call, the <br />motion to adopt the resolution was unanimously approved. <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AMENDING <br />CHAPTER 29 OF THE CODE OF ORDINANCES, <br />ENTITLED "TRAFFIC", BY DELETING THREE <br />LOCATIONS FROM SECTION 29-122, ENTITLED <br />"STOP SIGNS", OF ARTICLE V, ENTITLED <br />"TRAFFIC CONTROL DEVICES", OF SAID <br />CHAPTER; BY ADDING TO SECTION 29-121, <br />ENTITLED "YIELD SIGNS", OF THE AFORESAID <br />ARTICLE AND CHAPTER, TEN LOCATIONS FOR <br />YIELD SIGNS; BY ADDING TO SECTION 29-122, <br />ENTITLED "STOP SIGNS", OF THE AFORESAID <br />ARTICLE AND CHAPTER, FIVE LOCATIONS FOR <br />STOP SIGNS; AND PROVIDING AN EFFECTIVE <br />DATE. <br /> <br />I <br /> <br />Mr. James moved the ordinance be approved on second reading. <br />Mr. Sutton seconded the motion which passed unanimously. <br />
