Reuben Meeks, representing Nelson Shopping Center, was present to object to the zoning change. Mr. Arredondo moved the ordinance be denied. Mr. Hansen seconded the motion. On roll call, the following vote was recorded: Aye: Nay: Arredondo, Hansen Breihan, Cavazos, Hyatt, James Sutton. I The Mayor declared the motion failed. Mr. Hyatt moved the ordinance be approved on second reading. Mr. Breihan seconded the motion. On roll call, the following vote was recorded: Nay: Breihan, Cavazos, Hyatt, James, Sutton Arredondo, Hansen. Aye: The Mayor declared the ordinance not approved since a three-fourths majority vote was required to pass the ordinance over the recommendation of the Planning and Zoning Commission to deny same. The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMEND- ING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF 12.64 ACRES IN J. M. VERAMENDI SURVEY NUMBER TWO, FURTHER DESCRIBED BY METES AND BOUNDS IN ATTACHED "EXHIBIT A", AND LOCATED AT THE CORNER OF RIVER ROAD AND BUGG LANE, FROM "R-1" (SINGLE FAMILY RESIDENTIAL) TO "D" (MULTIFAMILY). I Mr. Hyatt moved the ordinance be approved on second reading. Mr. Hansen seconded the motion which passed unanimously. The Mayor introduced for consideration bids received for the construction of a mental health/mental retardation service facility to be operated as Scheib Opportunity Center. Mr. Ken Rehler, architect for the project to be financed in part through the City's Community Development Program recommended the bid be awarded to Lamar Constructors in the amount of $229,361.00, that a change order in the amount of $11,588 be approved, and that the City agree to provide certain labor and assistance. That recommendation is attached and made a part of these minutes. Mrs. Kathleen Morris, Chairman of the Board of Directors for Souths ide Community Center, discussed the project with the Council. Mr. Hyatt moved the basic contract with Lamar Constructors in the amount of $229,361.00 be approved. Mr. Hansen seconded the motion, which passed unanimously. Council discussed the possibility of receiving assistance from the County on site work or additional funding. Mr. Arredondo moved to allocate $7,500.00 from Revenue Sharing Entitlement #9 to fund the change order and to instruct the Staff to look for additional funding. Mr. James seconded the motion which passed unanimously. I
