S. Department <br />of Energy. Mr. Hyatt moved the r~solution be amended in <br />accordance with Mr. Breihan's suggestion and that the <br />resolution then be adopted. Mr. Hansen seconded the motion <br />which passed unanimously. <br /> <br />Mr. Breihan also requested that the entire Council sign <br />the resolution to be sent to the regional and national <br />offices of the Department of Energy as well as the Texas <br />Senators and Representatives. <br /> <br />The Mayor read the caption of a resoiliution as follows: <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A SECOND LEASE AMENDMENT <br />AND ADDEnDUM TO THAT LEASE OF <br />OCTOBER 17, 1977 AND THAT FIRST <br />LEASE AMENDMENT AND ADDENDUM OF <br />APRIL 3, 1978, ENTERED-INTO BETWEEN <br />THE CITY OF SAN MARCOS AND THE <br />SAN MARCOS AREA CHAMBER OF COMMERCE, <br />INCORPORATED, FOR THE LEASE OF CERTAIN <br />PROPERTY WITHIN THE CITY; AUTHORIZING <br />THE MAYOR TO EXECUTE SAID AMENDMENT <br />AND ADDENDUM ON BEHALF OF THE CITY OF <br />SAN MARCOS; AND ESTABLISHING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Breihan moved the resolution be adopted. Mr. Hansen <br />seconded the motion which passed unanimously. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A CONTRACT BETWEEN THE <br />CITY OF SAN MARCOS AND TEXAS DEPART- <br />MENT OF COMMUNITY AFFAIRS FOR THE <br />CONSTRUCTION OF A MENTAL HEALTH- <br />MENTAL RETARDATION CENTER FOR SAID. <br />CITY AND THE DEVELOPMENT OF PLANS <br />FOR OPERATION OF THE CENTER AS THE <br />SAN MARCOS OUTREACH PROGRAM OF THE <br />AUSTIN STATE HOSPITAL AND THE AUSTIN <br />STATE SCHOOL. <br /> <br />I <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />Mr. Arredondo moved the resolution be adopted. Mr. Hansen <br />seconded the motion. Mr. Sutton questioned the provision <br />in the contract which stated the City was responsible for <br />developing a plan of operation for the mental hea1th- <br />mental retardation program. Mr. Sierra explained that <br />Scheib Opportunity Center would actually prepare the plan <br />for the operation of the Center. He asked that the Council <br />consider amending the contract to provide for an expiration <br />date of March 31, 1979 instead of August, 1978. Mr. Arredondo <br />agreed to the amendment as well as the seconder of the <br />motion to adopt the resolution. On roll call, the motion <br />was unanimously approved. <br /> <br />I <br /> <br />Mr. Jerry Ramirez came before the Council to request a <br />permit to temporarily locate a mobile home on Lot 109 <br />and 110 of Block 13 of the Westover Addition, the corner <br />of Dartmouth and Delmar Streets. No objections were made <br />to the mobile home. Mr. Arredondo moved the permit be <br />approved. Mr. Hyatt seconded the motion which passed <br />unanimously. <br />
