S. Department of Energy. Mr. Hyatt moved the r~solution be amended in accordance with Mr. Breihan's suggestion and that the resolution then be adopted. Mr. Hansen seconded the motion which passed unanimously. Mr. Breihan also requested that the entire Council sign the resolution to be sent to the regional and national offices of the Department of Energy as well as the Texas Senators and Representatives. The Mayor read the caption of a resoiliution as follows: I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A SECOND LEASE AMENDMENT AND ADDEnDUM TO THAT LEASE OF OCTOBER 17, 1977 AND THAT FIRST LEASE AMENDMENT AND ADDENDUM OF APRIL 3, 1978, ENTERED-INTO BETWEEN THE CITY OF SAN MARCOS AND THE SAN MARCOS AREA CHAMBER OF COMMERCE, INCORPORATED, FOR THE LEASE OF CERTAIN PROPERTY WITHIN THE CITY; AUTHORIZING THE MAYOR TO EXECUTE SAID AMENDMENT AND ADDENDUM ON BEHALF OF THE CITY OF SAN MARCOS; AND ESTABLISHING AN EFFECTIVE DATE. Mr. Breihan moved the resolution be adopted. Mr. Hansen seconded the motion which passed unanimously. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A CONTRACT BETWEEN THE CITY OF SAN MARCOS AND TEXAS DEPART- MENT OF COMMUNITY AFFAIRS FOR THE CONSTRUCTION OF A MENTAL HEALTH- MENTAL RETARDATION CENTER FOR SAID. CITY AND THE DEVELOPMENT OF PLANS FOR OPERATION OF THE CENTER AS THE SAN MARCOS OUTREACH PROGRAM OF THE AUSTIN STATE HOSPITAL AND THE AUSTIN STATE SCHOOL. I The Mayor read the caption of a resolution as follows: Mr. Arredondo moved the resolution be adopted. Mr. Hansen seconded the motion. Mr. Sutton questioned the provision in the contract which stated the City was responsible for developing a plan of operation for the mental hea1th- mental retardation program. Mr. Sierra explained that Scheib Opportunity Center would actually prepare the plan for the operation of the Center. He asked that the Council consider amending the contract to provide for an expiration date of March 31, 1979 instead of August, 1978. Mr. Arredondo agreed to the amendment as well as the seconder of the motion to adopt the resolution. On roll call, the motion was unanimously approved. I Mr. Jerry Ramirez came before the Council to request a permit to temporarily locate a mobile home on Lot 109 and 110 of Block 13 of the Westover Addition, the corner of Dartmouth and Delmar Streets. No objections were made to the mobile home. Mr. Arredondo moved the permit be approved. Mr. Hyatt seconded the motion which passed unanimously.
