Stouffer, <br />Harris Koch, Mary Castillo, Gofdon Thompson, Charles Varnell, <br />Elnora Jacks, Charles Suckle, Richard Pullen, Mr. and Mrs. Ed <br />Slaughter, Mr. and Mrs. John McCr6cklin, Jerr~ Martin, Gordon <br />Hyatt, Allyn Gill, Bill Nicola and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />A check of $2,100 was presented to the Mayor from the Heritage <br />Guild Association for the parking lot of the Charles S. Cock <br />House. <br /> <br />The minutes of the regular meeting held Monday, June 19, 1978 <br />were approved on motion of Mr. Hyatt and second of Mr. James. <br /> <br />I <br /> <br />The Mayor next introduced for consideration an appointment to <br />the Air Conditioning Board. Mr. Hansen moved Mr. Richard Pullen <br />be appointed to fill the vacancy. Mr. James seconded the motion <br />which was unanimously approved. <br /> <br />The Mayor next introduced for discdssion'theproposed Hays <br />County Federated Library System. Eden Moseley, City Librarian, <br />came before the Council to report that the Texas State Library <br />would provide an incentive grant of $15,000 to counties forming <br />such a system. She said 50% of the money would be distributed <br />equally to the member libraries and that of the remaining 50% <br />10% would come to the City for administrative costs, some <br />cooperative projects would be funded, and the remainder would <br />be distributed to member cities on a per capita basis. The <br />Mayor reported that the Council sub-committee on City-County <br />relations had previously discussed the co~op land would support <br />it before the County Commissioners. <br /> <br />I <br /> <br />The Mayor next introduced for discussion the Downtown <br />Revitalization Project of the Community Development Program. <br />Mr. Charles Varnell, Consulting Engineer, came before the <br />Council with his presentation. He informed the Council the <br />lowest bid was $266,000. The electrical relocation cost waS <br />extremely out of reason. Mr. Varnell recommended to the <br />Council that th~y not award contract on this project. He <br />suggested some items could be eliminated from the packet. <br />The paving of alley could be done by City forces or at a <br />later time. Mr. Hyatt suggested offi~ials of Texas Educational <br />Foundation and local contractors be contacted to see if Camp <br />Gary corpsmembers could do some of the work. Mr. Hyatt also <br />suggested someone ask Lower Colorado, River Authority and the <br />San Marcos Telephone'Company to help. The City Manager <br />suggested the Director of Public Works take over the project <br />and that Forrest and Cotton be used for up to twenty hours <br />to go over plans with City Staff in case the plans need to be <br />redesigned. <br />
