<br />current restrictions were probably adequate and seemed enforceable, but that he felt
<br />a larger question was the issue of spot zoning. Gordon Thompson, director of the
<br />Economic Development Foundation, suggested the location of one industry could possibly
<br />attract others to San Marcos, and that he felt state regulations could cu~b air and
<br />noise pollution. Mr. Arredondo closed the hearing and read an Ordinance having the
<br />following caption:

<br />Mr. Breihan moved the Ordinance be approved on first reading. Mr. Sutton seconded
<br />the motion. Mr. Sutton requested the Council receive further information on the
<br />proposed use of the property before the third reading of the Ordinance. On roll
<br />call, the following vote was recorded:

<br />NAY: Cavazos, Craddock, Arredondo, Hansen, James.

<br />Dr. Craddock moved to approve a request for a permit to temporarily locate a mobile
<br />home on Lots 21 through 24 of the John T. Cox Addition, located at I.H. 35 South
<br />Access Road. Mr. Cavazos seconded the motion to approve the request made by W.D.
<br />Mitchell, which passed unanimously.

<br />The Mayor introduced a policy statement (see attached) suggested by the Parks and
<br />Recreation Board for use of the Girl Scout House on the Gilcrease parkland. The
<br />City Manager reminded the Council that a written lease was prohibited by the terms
<br />of the Open Space Land Grant which funded the purchase of the parkland. Dr. Craddock
<br />moved the policy be approved. Mr. Hansen seconded the motion, which passed unanimously.

<br />Mayor Arredondo intnoduced for consideration the tentative budget for Revenue Sharing
<br />Entitlement #8. The City Manager reported that he had held a public hearing on I
<br />April 27 to solicit requests from citizens in the community. He also reviewed the
<br />priorities earlier tentatively established by the Council. Dr. Craddock moved to
<br />call a public hearing for"~onday, May 23, 1977 at 7:30 p.m. to consider the following
<br />proposed budget:

<br />The City Manager informed the Council that the Community Development, Bluebonnet
<br />Circle Area Improvements program plans for repairing cuts made in Buena Vista
<br />Street for utility improvements were not adequate to maintain the street in good
<br />condition. Mr. Baugh stated that it was the staff recommendation that Forrest Drive
<br />be continued from its present stoppmng point at Bluebonnet Circle to the intersection
<br />of Buena Vista, asphalt overlay with curb and gutter on both sides, and that Buena
<br />Vista be widened to approximately 22 feet and curbed on the house side of the street.
<br />Dr. Craddock moved to amend the Community Development to provide for the proposed
<br />work to be done by city crews. Mr. Breihan seconded the motion, which passed
<br />unanimously.
