<br />42 <br /> <br />regular meeting, may 23, 1977 <br /> <br />page two <br /> <br />No objections were presented to the proposed budget. Mr. Arredondo closed the <br />hearing and read an ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />REVISING THE BUDGET FOR THE CITY OF SAN MARCOS, TEXAS FOR THE FISCAL <br />YEAR BEGINNING ON OCTOBER 1,1976, AND ENDING ON SEPTEMBER 30,1977, <br />TO INCLUDE FEDERAL GENERAL REVENUE SHARING IN THE AMOUNT OF $268,336. <br /> <br />Mr. Sutton moved the Ordinance be adopted, on emergency basis. Mr. James <br />seconded the motion, which passed unanimously. <br /> <br />By common consent, the Council agreed to consider agenda item #11 out of order. <br />Mr. Arredondo reported that the Council wish to reconsider an earlier action which <br />authorized the construction of a four-lane street for Bishop Street from Ranch Road <br />12 to Prospect Street and no improvements to be made on Bishop Street from Prospect <br />to Hopkins Street. Councilman James restated his opposition to leaving a portion <br />of Bishop Street narrower than 44 feet. Mr. James pointed out the requirement.'in <br />the city subdivision ordinance that all collector streets be a minimum of 44 feet <br />and predicted that subdivision development in the Westover area would increase <br />interior traffic on Bi~hop Street. H~ ~ncouraged the Council to go on record that <br />no monies would be ava~lable~'intbe future to widen the street if the opportunity <br />were not taken under this program. Dr. Craddock encouraged the citizens requesting <br />a loop around the area in lieu of widening Bishop Street to contact the county since <br />most of the property required for a loop would not be in the city limits. Mr. Cavazos <br />moved to construct Bishop Street as a 2-lane road from Ranch Road 12 to Hopkins Street, <br />at a width of 37', back to back. Mr. Sutton seconded the motion. On roll call, the <br />following vote was recorded: <br /> <br />I <br /> <br />AYE: Hansen, 3utton, Breihan, Cava~os, Arredondo <br />NAY: James, Craddock. <br /> <br />James Varnell, representing Forrest & Cotton, consulting eng1neers, appeared before <br />the Council to inform them that the 100% plans for the Westover Project had been <br />completed and that the design would have to be corrected based on the above-described <br />action with regard to Bishop Street. ~I. Varnell also informed the Council that the <br />cost of engineering the design would be affected. James Byrn pointed out that the I <br />reduction of the size of Bishop Street would also affect'~he cost of the project by <br />reducing construction costs. <br /> <br />The Mayor read an Ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING <br />SECTION TWO OF THAT ORDINANCE, WHICH PROV])ES FOR A JOB CLASSIFICATION AND <br />SALARY SCHEDULE FOR THE PUBLIC SAFETY DIVISION OF THE CITY OF SAN MARCOS. <br /> <br />Dr. Craddock moved the Ordinance be adopted on emergency basis. Mr. Hansen seconded <br />the motion, which passed unanimously. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS <br />THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, <br />1966 (VOL. 32) BY CHANGING THE ZONING OF LOT 9, BLOCK 3 OF THE LINDSEY <br />AND HARVEY ADDITION, LOCATED AT 217 MOORE STREET, FROM "D" (MULTIFAMILY) <br />TO "c" (COMMERCIAL). <br /> <br />Mr. Breihan moved the Ordinance be adopted on third and final reading. Mr. Hansen <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration bids received on the city's group insurance I <br />policy for employees. The City Manager reported that Blue Cross!Blue Shield, the <br />city's current insurer, had notified the city that the rates would be increased <br />effective July 1. As a result of the increase and the fact that some city employees <br />had expressed dissatisfaction with the difficulty in receiving major medical benefits, <br />the city had solicited bids. Two were received (see attached bid sheet). Mr. Sierra <br />recommended the Council award the contract to Connecticut General since Blue-Cross! <br />Blue Shield had failed to meet the specifications as bid. Mr. Breihan moved to accept <br />the bid of Connecticut General. Dr. Craddock seconded the motion, which passed <br />unanimously. <br />
