Varnell; Harvey Livesay: Jerri Martin; Alan King; <br />Bob Boyd; HcMard Herrin; Gene Gardner: John M::Crocklin; <br />Jeff Franks; Leon Barba: Juan PalOIlD; Gary Bond; Frances Emery: <br />El:'ldie Mutschlechner; Gordon Thompson: George Vandervort; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Minutes of the Regular Meeting held August 8, 1977 were approved on rrotion <br />of Mr. Cavazos and second of Mr. Hansen. <br /> <br />The Mayor read an ordinance having the following caption: <br /> <br />I <br /> <br />AN ORDINIINCE OF THE CITY COUNCIL OF THE CITY OF SAN MI\RlXlS, TEXAS, ABANDONING, <br />RELEASING AND VACATING AN BASEMENI' GRANl'ED TO THE CITY BE DEED DATED <br />AUGUST 30, 1950, AND RECORElED IN VOLUME 156, PAGE 623 OF THE HAYS COUN'1'Y <br />DEED RECORDS; AUTHORIZING THE MAYOR TO EXECUTE AND DELIVER A QUI'l'CIAIM DEED <br />RELINQUISHING ALL THE CITIES RIGHT, TITLE, AND INTEREST TO SAID PROPERlY <br />TO A.W. GRE:G3; AND DECIARING AN EMERGENCY. <br /> <br />Mr. Breihan rroved the ordinance be adopted. Mr. Cavazos seconded the rrotion. <br />On roll call, the following vote was recorded: <br /> <br />AYE: Breihan, Cavazos, Arredondo, Hansen <br />NAY: None <br />ABSTAIN: Sutton <br /> <br />The Mayor read an ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MAICC6, TEXAS, AMENDING <br />SOCTION n-24 (b) OF CHAPTER 11 OF THE SAN MARCOS CODE OF ORDINANCES, WHICH <br />PRESCRffiES THE CHARGE FOR REGISTERING HEALTH CERrIFICATES, AOOPl'ED BY <br />ORDINANCE ON APRIL 10, 1962, BY DELETING SAID SOCTICIN AND BY SUBSTITU'J'ING IN~' <br />ITS PIACE IN SAID CODE A NEW SOCTION 11-24 (b) SO AS ro IN:REASE THE CHARGE <br />FOR THE REGISTRATICN OF HEALTH CERI'IFICATES FlUIl am DOllAR ($1.00) TO 'tWO <br />DOLLARS ($2.00); AND PROVIDING AN m'K'l'IVE DATE. <br /> <br />Mr. Hansen rroved the ordinance be approved on first reading. Mr. Sutton seconderl <br />the rrotion which passed, unanirrously. <br /> <br />I <br /> <br />Mr. James C. Varnell of Forrest & Cotton, the cities consulting engineers, came <br />before the Council to discuss a proposed study of the availability of water to <br />serve property outside the city limits. Mr. Varnell explained that a rraster plan <br />including a study of the water and waste-water systan had been conducted by former <br />consultant engineers, IDckwood, Andrews, and Newnam. He further explained that <br />Forrest & Cotton had conducted a study of the system, based in part on the IDckwood, <br />Andrews, Newnam plan, when preparing for the Westover improvement project study. <br />Finally, Mr. Varnell said, the city had proposed that Forrest & Cotton do a study <br />on the feasibility of water storage facilities on Highway 123 as a third year <br />Ccmnunity Develoj:tlEl1t Program. He suggesterl that study be expanded to include <br />other specific areas recently discussed by the Council. Mr. Varnell told the <br />Council that in his opinion the City did not need a new master plan for utilities. <br />Engineer Harvey Livesay requested the Council take emergency, tBllpOrary action to <br />supply services to the Hill Country Faith Ministries School.
