114 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AUGUST 29, 1977. I Present: Mayor Frank T. ArJredondo Council Members Ted Breihan Robert L. Cavazos Emmie Craddock John Hansen Berry R. James Kenneth E. Sutton Acting City Manager City Secretary City Attorney Director of Finance Albert Sierra Doriss Hambrick Charles Evans Earl Williams Also present: Ron Carnes; Gene Gardner; Alan King; Jerri Martin; Jeff Franks; Leon Barba; James Byrn; Gary Bond; James Varnell; Gordon Thompson; Eddie Mutschlechner; Frances Emery; Howard Herrin; and others. The Mayor called the meeting to order at 7:30 p.m. The Minutes of the Regular Meeting held August 22nd and the Speeial Meeting held August 25th were approved on motion of Mr. Cavazos and second of Mr. Hansen, with Dr. Craddock abstaining from the vote. I The Mayor read the caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEX~S, APPROVING A CONTRACT FOR SERVICES BETWEEN HAROLD V. SIMPSON AND COMPANY AND THE CITY OF SAN MARCOS, TEXAS, PROVIDING FOR AUDIT AND OTHER ACCOUNTING SERVICES AND AUTHORIZING THE MAYOR OF THE CITY COUNCIL OF SAN MARCOS, TEXAS, TO EXECUTE SAID CONTRACT ON BEHALF OF THE CITY. Dr. Craddock moved the Resolution be adopted. Mr. Cavazos seconded the motion. Questioned by Mr. Sutton the City Manager informed the Counc,il that professional serviees such as the one being eonsidered in the Resolution were not solicited on a bid basis but rather proposals were received. The Director of Finance reported that the current cost of the 1976-77 audit services was approximately $B,900.00. On roll call the vote to approve the motion to adopt the Resolution was unanimous.. I The Mayor introduced a discussion of the local administration of Economic Development Administration funds which have been received ill Hays County in the amount of $633,000.00. Mr. Arredondo reported that the staff had submitted projects to the County Commissioner's Court for funding under the program but had been notified that the County would hot endorse any City applications since endorsement might jeopardize an application submitted by the County. Mr. Sutton pointed out that the City would also used the County jail proposed to be funded under the EDA program and stated his concern over comments which had been made by the County Judge indicating City utility service would not be used. Dr. Craddock moved the resolution directed to approve submission of City sponsored projects not be considered. Mr. Hansen seconded the motion which passed unanimously. The Mayor read the caption of an ordinance as follow~: AN ORDINANCE OF THE CITY COUNCIL" OF THE CITY OF SAN MARCOS, TEXAS AMENDING SECTION 11-24(b) OF CHAPTER 11 OF THE SAN MARCOS CODE OF ORDINANCES, WHICH PRESCRIBES THE CHARGE FOR REGISTERING HEALTH CERTIFICATES, ADOPTED BY ORDINANCE ON APRIL 10, 1962, BY DELETING SAID SECTION AND BY SUBSTITUTING IN ITS PLACE IN SAID CODE A NEW SECTION ll-24(b) SO AS TO INCREASE THE CHARGE FOR THE REGISTRATION OF HEALTH CERTIFICATES FROM ONE DOLLAR TO TWO DOLLARS; AND PROVIDING AN EFFECTIVE DATE.
