<br />J l1~l <br /> <br />regular meeting <br /> <br />september 12, 1977 <br /> <br />page two <br /> <br />The Mayor read an ordinance in its entirety having the follcwing caption: <br /> <br />AN ORDINANCE BY 'TIlE CITY COUNCIL OF 'TIlE CITY OF SAN MARCOS, <br />TEXAS, SEITING RATES FUR USE AND OCCUPANCY OF T-HANGARS AT <br />SAID CTIY'S MUNICIPAL AIRPORT; RATIFYING AND CONFIRMING CERTAIN <br />aTHER RATES AND CHARGES lli CONNECTION WITH OWNERSHIP AND OPERATION <br />OF SAID AIRPORT; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Hansen IOClved the Ordinance be adopted. Mr. James seconded the IOCltion. I <br />Mr. Rick FiSher, City Bond Attorney, explained to the Cotmcil that the <br />Ordinance was to set up the ftmcllng to cover certificates of obligation <br />to be issued for construction of nine new T-Hangars at the Mtmicipal <br />Airport. Mr. Hansen <br />seconded the motion which passed unanimously. <br /> <br />Dr. Craddock IOClved to award the bid for an electrical metering system to <br />be installed at the Mtmicipal Airport to Pullen Electric Company in the <br />amotmt of $1,240.00. Mr. James seconded the motion which passed unanimously. <br /> <br />The Mayor opened a Public Hearing on the Proposed 1977-78 Budget. Mr. Henry <br />Kyle came before the Cotmcil to note certain objections to the financial <br />m3Tlagement and operation for the city. Among those objections were his <br />contention that the revision of the budget was in conflict with Charter <br />provisions in that deviation from expenditures authorized in the 1976-77 <br />Budget were not approved by the Cotmcil as public necessities, that too <br />m3TlY items were charged to the Utility Ftmd in proportion to the size of <br />the fund, that the supervisory staff of the City was toe large, and that <br />acceptance and use of federal IOClnies cost the City more than those ftmds <br />were worth. Mr. Earl Williams, Director of Finance pointed out that the <br />City was ending the year with an estimated balance in the General Fund <br />of about $161,000.00 but with a deficit in the Utility Fund of approximately <br />$7,500.00, said deficit being covered by a gift from the General Fund <br />earlier authorized by the Council. Mr. Williams further informed the <br />Council that he anticipated a rate increase in utilities would be necessary I <br />by the end of the first four months of the 1977-78 Fiscal Year. No other <br />objections were proposed to the budget.
