J l1~l regular meeting september 12, 1977 page two The Mayor read an ordinance in its entirety having the follcwing caption: AN ORDINANCE BY 'TIlE CITY COUNCIL OF 'TIlE CITY OF SAN MARCOS, TEXAS, SEITING RATES FUR USE AND OCCUPANCY OF T-HANGARS AT SAID CTIY'S MUNICIPAL AIRPORT; RATIFYING AND CONFIRMING CERTAIN aTHER RATES AND CHARGES lli CONNECTION WITH OWNERSHIP AND OPERATION OF SAID AIRPORT; AND DECLARING AN EMERGENCY. Mr. Hansen IOClved the Ordinance be adopted. Mr. James seconded the IOCltion. I Mr. Rick FiSher, City Bond Attorney, explained to the Cotmcil that the Ordinance was to set up the ftmcllng to cover certificates of obligation to be issued for construction of nine new T-Hangars at the Mtmicipal Airport. On roll call the IOCltion to adopt the ordinance was tmanimously approved. An ordinance having the following caption was read in its entirety by the City Secretary and Cotmcilrnan James. AN ORDINANCE OF 'TIlE CITY COUNCIL OF 1HE CITY OF SAN MARCOS, TEXAS, AUIHORIZlliG 1HE ISSUANCE OF SEVPITY - FIVE THOUSAND DOLLAR CITY OF SAN MARCOS TAX AND REVENUE CERTIFICATES:.oF OBLIGATION SERIES 1977 FOR 'TIlE PURPOSE PAYlliG CONTRACl'UAL OBLIGATIONS TO BE INCURRED FOR CONSTRUCTING AND ACQUIRING IMPROVEMENTS TO 'TIlE CITY'S AIRPORT AND FOR PAYlliG CONTRACTUAL OBLIGATIONS FOR PROFESSIONAL SERVICES lliCLUDING ATTORNEYS AND FINANCIAL ADVISORS; PROVIDING FOR 'TIlE TERMS AND CONDITIONS OF SUCH CERTIFICATES OF OBLIGATION AND 'TIlE PAYMENT 'TIIEREOF; CONTAINING OTHER MATI'ERS REl.ATlliG TO SAID SUBJECT; AND DECLARING AN EMERGENCY. On roll call the follcwing vote was recorded: AYE: Arredondo, Hansen, James, Breilian, Cavazos, Craddock NN;(: Sutton I Mr. Breihan IOClved to award the bid for construction of the nine T-Hangars to Worthington Enterprises in the amJtmt of $63,143.00. Mr. Hansen seconded the motion which passed unanimously. Dr. Craddock IOClved to award the bid for an electrical metering system to be installed at the Mtmicipal Airport to Pullen Electric Company in the amotmt of $1,240.00. Mr. James seconded the motion which passed unanimously. The Mayor opened a Public Hearing on the Proposed 1977-78 Budget. Mr. Henry Kyle came before the Cotmcil to note certain objections to the financial m3Tlagement and operation for the city. Among those objections were his contention that the revision of the budget was in conflict with Charter provisions in that deviation from expenditures authorized in the 1976-77 Budget were not approved by the Cotmcil as public necessities, that too m3TlY items were charged to the Utility Ftmd in proportion to the size of the fund, that the supervisory staff of the City was toe large, and that acceptance and use of federal IOClnies cost the City more than those ftmds were worth. Mr. Earl Williams, Director of Finance pointed out that the City was ending the year with an estimated balance in the General Fund of about $161,000.00 but with a deficit in the Utility Fund of approximately $7,500.00, said deficit being covered by a gift from the General Fund earlier authorized by the Council. Mr. Williams further informed the Council that he anticipated a rate increase in utilities would be necessary I by the end of the first four months of the 1977-78 Fiscal Year. No other objections were proposed to the budget. The Mayor closed the hearing and read an ordinance having the follcwing caption. AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS ADOPI'ING '!HE BUDGEI' FOR THE CITY OF SAN MARCOS, TEXAS FOR THE FISCAL YEAR BEGINNlliG ON OCI'OBER 1, 1977 AND ENDlliG ON SETPEMBER 30, 1978; REVISING 'TIlE BUDGET, FOR THE PRECEDING FISCAL YEAR ENDlliG ON SEPTEMBER 30, 1977; LEVYlliG TAXES FOR THE USE AND SUPPORT,OF 1HE MUNICIPAL GOVERNMENT OF 1HE CI'IY OF SAN MARCOS, TEXAS; PROVIDlliG A SINKING FUND FOR 'TIlE RETIREMENT OF THE BONDED DEBT OF SAID CI'IY; AND DECl.ARlliG AN EMERGENCY.
