MP. Breihan seconded the motion and noted the employees <br />would be raising at least an equal amount;. The City Attorney advised the <br />Mayor that such a motion was not in order and that a Public Hearing on <br />the subj ect would be required before the budget could be amended. The <br />Mayor withdrew his motion and council discussed several ways of raising <br />funds to finance the proposed picnic. The motion to adopt the OrUinance <br />as read by the Mayor was unanimously approved. <br /> <br />The Mayor next introduced a request by Scheib Opportunity Center for the <br />designation of an architect for the proposed Mental Health/Mental Retardation <br />Service Center. MP. Sutton moved to designate Rehler, Vauglm, Beaty & <br />Koone Inc., as architects for the proposed building. MP. Arredondo seconded <br />the motion which passed unanimously. <br /> <br />MP. C. E. 0' Bryant came before the Council with a request for the abandonment <br />of an unopened street in the Mil). view Addition between his property and ':hat <br />owned by MP. Robert Gordon. Gene Gardner of the Public Works Department <br />recommended the Council consider abandoning the street and an unused water- <br />line in exchange for right-of-way along Mill Street for the future improve- <br />ment of that street. MP. 0' Bryant also agreed to move a sewer line and <br />give the necessary utility easement for that line at no cost to the City. <br />Dr. Craddock rroved to authorize the City Manager to enter into discussions <br />with the adjacent property owners and present a recorrunended Resolution to <br />the Council. MP. Breihan seconded the motion which passed unanimous 1 y . <br /> <br />MP. Keith Sherman representing the Associated Students, Swrsu, came befcre <br />the Council with a survey of Mill Street residents indicating the majority <br />wanted temporary work done to improve the condition of Mill Street. The <br />report was received by the Council. <br /> <br />MP. James moved to authorize the employment of Pro-Tech Engineering Group to <br />provide temporary engineering services until a Public Works director could <br />be hired. Dr. Craddock seconded the motion which passed unanimously. <br /> <br />MP. Cavazos rroved to award the bid for a Tractor/Loader/Backhoe Combina1:ion <br />to Ri ver City M3.chinery in the arrount of $17,749.00. Dr. Craddock seconded <br />the motion which passed unanimously. <br /> <br />MP. Cavazos moved to award the bid for a Sanitation Rear Loader to Pak-110r <br />Company in the arrount of $15,640.00. MP. Hansen seconded the motion which <br />passed unanim::JUsly. Questioned by MP. Breihan, MP. Howard'Herrin of the <br />Public Works DepartJrent said that the truck would be under a standard <br />warranty . <br /> <br />The M3.yor introduced for consideration the final approval and acceptance of <br />Wallace Addition Street improvements under the Community Developllent Depart- <br />rrent. Albert Sierra, Director of Community Development, reported that the <br />project had been inspected and that the staff found no deficiencies. <br />Dr. Craddock moved the project be accepted. Mr. JaJlES seconded the mot:ion <br />which passed unan:i.Jrously. The Mayor next introduced for consideration the <br />acceptance of the Drainage Confluence, Year I Program under the Cammunity <br />Developllent Department. Mr. James Byrn reported that an inspection of the <br />project had been rrade and that engineers recarrnnended the withholding of <br />$5,876.41 for repairs to Shady Lane, previous utility repairs, and darr<ige <br />to pipe. Mr. Breihan requested that all work be completed to satisfaction <br />before the final payment was made. Council discussed the project with <br />MP. Roy Willis representing Abilene Paving Canpany.' :Mr:; James moved the <br />project be accepted with the recommended amount withheld from the final <br />payment. Dr. Craddock seconded the motion which passed unanimously. <br /> <br />MP. James C. Varnell of Forrest & Cotton, City Consulting Engineers, came <br />before the COlIDcil to present a report prepared for the Economic Developllent <br />Administration Grant which s=ized prior reports rrade on the City water <br />system. Mr. Varnell emphasized the current report was not the study requested <br />to see if the City water system could provide water outside the city limits. <br />The engineer informed' the Council that the water wells are adequate fer the <br />City, inside the city limits, but that the distribution system was inadequate <br />and the lCM level storage system was not entirely adequate. He suggeE,ted <br />improvements which might be made costing approx:iJnately three and one-half <br />
