Without the improvements Mr. Varnell said <br />the Hill Country Faith Ministries School - Church could probably be <br />served without affecting the water pressure of present users to the <br />system. He further pointed out that the CLIr"rent system was inadequate <br />to provide normal water service to industrial users who would require <br />fire protection and water as a part of their operation over and above <br />drinking water. Mr. Varnell also suggested that allowing a rural water <br />system to serve the extraterritorial jurisdiction could possibly present <br />problems if that area were ever armexed by the City. Mr. Breihan informed I <br />the Council that he was not in favor of continuing with the water study <br />requested until the City Manager could hire a director of Public Works <br />and both could evaluate the current situation. Mr. Breihan then left the <br />table and took a seat in the audience. Mr. Sutton encouraged the Council <br />approach the problem of service to extraterritorial jurisdiction users <br />with great caution. Reverend Putnam of the Hill Country Faith Ministers <br />again requested the Council consider allowing the Church to tie onto the <br />two inch water line in the area. The Mayor requested that the discussion <br />be placed on the agenda for the September 19 meeting. <br /> <br />The Mayor introduced an ordinance having the following caption, said <br />ordinance was read in its entirety by the City Secretary. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS APPROVING THE PRICE AND TERMS AND CONDITIONS OF THE SAlE <br />BY THE CITY OF SAN MARCOS, TEXAS OF PARCEL NO. 36A-JA DESCRIBED <br />FURTHER ON EXHIBIT "A" ATTACHED HERETO, LOCATED WITHIN THE <br />TEX. A-6, NEIGHBORHOOD DEVELOPMENT PROGRAM AREA, TO MS. PINKIE <br />LEE OOWELL; AUTHORIZING THE MAYOR TO EXECUI'E A SPECIAL WARRANTY <br />DEED TO MS. PINKIE LEE DOWELL; AND DEC~G AN EMERGDlCY. <br /> <br />Dr. Craddock moved the Ordinance be adopted. Mr. Arredondo seconded the <br />ootion which passed unan:irrously. Mr. James seconded the motion <br />which passed unanimously. <br /> <br />At 11:45p.m. the Council recessed to Executive Session to discuss a personnel <br />lIl3.tter on the lIPtion of Mr. James and second of Mr. Cavazos. <br /> <br />The COlIDCil reconvened in Regular Session at 12: 20 a.m. on lIPtion of Dr. <br />Craddock and second of Mr. Hansen.
