Thomas; <br />Howard Herrin; Kathy Weber; Marcos Hernandez; James Wise; <br />Dick Ellis; Shirley Wickersham; Gary Bond; Herbert A. <br />Yarbrough; Mary Salinas; Joe Kohut; James Byrn; Mrs. George <br />Gilbert; Mrs. Irene Dunn; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mayor Arredondo recognized the City Employee Representative Group. <br />Mrs. Ruth Rosales, representing the group, came before the Council to <br />thank them for appropriating funds for the City employee picnic and <br />invited the Council to attend on Saturday, October 1st. <br /> <br />The Mayor next recognized Mr. Gilbert Cruz and the Rev. Samuel Montoya <br />who came before the Council with letters of appreciation from residents <br />of the Wallace Addition for the Community Development improvements <br />recently completed in that addition. Those letters are attached and <br />made a part of these minutes. <br /> <br />The Minutes of the Regular Meeting held September 19th were approved <br />on motion of Mr. Hansen and second of Mr. James. <br /> <br />Mr. Cavazos moved the reappointment of Mrs. Beth Morriset, Rev. Alphonso <br />Washington, Mr. Don Hyder, and Dr. Stanley Sissom to full terms on the <br />Planning and Zoning Commission. Dr. Craddock seconded the motion which <br />passed unanimously. The City Manager noted that the attendance record <br />of all four encumbants had been excellent. <br /> <br />Mr. Arredondo moved to recess to Executive Session to discuss the appointments <br />of a Municipal Court Judge and alternate. Mr. Cavazos seconded the motion <br />which passed unanimously. <br /> <br />At 9:05 p.m. the Council reconvened in regular session on motion of Mr. <br />Cavazos and second of Dr. Craddock. Dr. Craddock moved to appoint Mr. <br />Ronald D. Champion as Municipal Court Judge, to serve without pay. Mr. <br />Cavazos seconded the motion which passed unanimously. Mr. James moved to <br />appoint Mr. Marcos Hernandez as alternate Municipal Court Judge to serve <br />at a salary of two-hundred dollars per month. Dr. Craddock seconded the <br />motion. On roll call the following vote was recorded. <br /> <br />AYE: Craddock, Arredondo, Hansen, James, Sutton, Cavazos <br />NAY, Breihan <br />
