<br />134 <br /> <br />regular meeting <br /> <br />september 26, 1977 <br /> <br />page 2 <br /> <br />The Mayor opened a Public Hearing to consider a request by the Chamber <br />of Commerce for a change in the zoning of part of Block 3 in the <br />Original Town of San Marcos from "P-l" to "C". Mr. Herbert A. Yarbrough, <br />President of the Chamber of Commerce came before the Council to present <br />the request on behalf of the Chamber. No objections were made. The Mayor <br />closed the hearing and read an Ordinance having the following caption. <br /> <br />Jr. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES <br />AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES <br />AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING <br />OF PART OF BLOGK 3 IN THE ORIGINAL TOWN OF SAN MARCOS, LOCATED <br />ON C.M. ALLEN PARKWAY, FROM "P_l" (PUBLIC) TO "c" (COMMERCIAL). <br /> <br />I <br /> <br />Mr. Breihan moved the Ordinance be approved on first reading. Mr. Hansen <br />seconded the motion which passed unanimously. <br /> <br />The Mayor opened a Public Hearing to consider a request by Mrs. D.B. Thomas <br />for a change in the zoning of Lots 11 through 14 in the San Marcos Heights <br />Addition and two adjoining acres in the T.J. Chambers survey from "R-l" to <br />liD". Mrs. Thomas was present to present the request. Mrs. James L. Moore <br />also encouraged the Council to approve the zoning change. Mrs. Moore does <br />own property within two-hundred feet of the subject property. Opposing the <br />zoning were Mrs. Irene Dunn who said the area was not suitable for such <br />high density residence and Mr. T.S. Lighthouse. The Mayor closed the hearing <br />and read an Ordinance having the following caption. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES <br />AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES <br />AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING <br />OF LOTS 11, 12, 12, AND 14 IN THE SAN MARCOS HEIGHTS ADDITION <br />AND 2.0 ADJOINING ACRES IN T.J. CHAMBERS SURVEY, LOCATED AT <br />1334 NORTH L.B.J. DRIVE, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) <br />TO "D" (MULTIFAMILY). <br /> <br />Mr. Breihan moved the Ordinance not be approved. Dr. Craddock seconded <br />the motion which passed unanimously. <br /> <br />I <br /> <br />Mr. Hansen moved to approve a request for a temporary permit to locate a <br />mobile home on Lot 5 of the Goforth Addition, 2103 Post Road. The applicant <br />Mr. Frank Truitt was present to request the permit. "Dr. Craddock seconded <br />the motion which passed unanimously. Mr. Cavazos moved to approve renewal <br />of a temporary permit for Mrs. Leonarda Pacheco to locate a mobile home <br />on Lot 2, Block 3 of the Carroll & Hoffeinz Addition. Mr. James seconded <br />the motion which passed unanimously. Dr. Craddock moved to approve <br />renewal of a permit for Mrs. Edith Keen to locate a mobile home in the <br />Veramendi Addition at 1414 Belvin Street. Mr. Hansen seconded the motion <br />which passed unanimously. <br /> <br />The Myaor introduced for consideration the designation of an architect <br />for proposed library improvements. Mr. Breihan moved to designate Mr. <br />Don Emerson of the firm of Emerson-Fehr, the original designers of the <br />building. Mr. James seconded the motion. Questioned by Mr. Sutton, Ms. <br />Eden Moseley, librarian explained that the proposed improvements were to <br />remove structural barriers to the elderly and handicapped under the <br />Community Development Program. On roll call the motion to approve the <br />architect was unanimously approved. <br /> <br />The ~yor introduced for consideration the continuation of the present <br />moratorium on the extension of utility lines until completion of the <br />water rates study by the consultant. Dr. Craddock moved to continue I <br />the moratorium. Mr. James seconded the motion. The City Manager explained <br />that the staff presently had no idea what monies would be available to <br />finance extension of utility lines until the study were completed and <br />the rates established. Mr. Breihan requested a list of committments for <br />utility extension made prior to the initiation of the first moratorium. <br />The City Manager reported that the consultant rate study was due sometime <br />in November. Mr. Breihan stated his opposition to a moratorium on the <br />extension for lines fo~'residential development. On roll call the following <br />vote was recorded.
