140 regular meeting october 3, 1977 page two The Mayor next directed the reading of an Ordinance having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT SECTION OF CHAPTER Z9, OF THE CODE OF ORDINANCES ENTITLED TRAFFIC WHICH WAS ADOPTED BY ORDINANCE 1975-14 DATED MARCH 24, 1975, LOCATED IN VOLUME 44, PAGE 185, OF THE MINUTES OF THE CITY COUNCIL, BY CHANGING THE SECTION NUMBER FOR DESIGNATED YIELD SIGNS FROM SECTION 29-118 TO SECTION 29-121 AS CODIFIED, AND BY ESTABLISHING ADDITIONAL INTERSECTlpNS FOR THE AUTHORIZED LOCATION OF YIELD SIGNS. DESCRIBED ON EXHIBIT A ATTACHED HERETO LOCATED WITHIN THE TEX A-6 NEIGHBORHOOD DEVELOPMENT PROGRAM AREA TO ISAAC R. MENDEZ, AND WIFE, MARY MENDEZ, AUTHORIZING THJnlAYOR TO EXECUTE THE DEED AND DECLARING AN EMERGENCY. Mr. Hansen moved the Ordinance be adopted on an emergency basis. DOWELL BY PROVIDING FOR THE ISSUANCE OF A GENERAL WARRANTY DEED TO MS. DOWELL AND DECLARING AN EMERGENCY. I Mr. Cavazos moved the Ordinance be adopted on emergency. The Mayor read the caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING A CONTRACT BETWEEN THE CITY OF SAN MARCOS AND WORTHINGTON ENTERPRISES, INC. OF SEGUIN, TEXAS, FOR THE CONSTRUCTION OF A T-HANGAR STRUCTURE AT THE SAN MARCOS MUNICIPAL AIRPORT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACT ON BEHALF OF THE CITY. Dr. Craddock moved the resolution be adopted. Mr. Hansen seconded the motion which passed unanimously. Mr. Breihan pointed out the fact that the terms of the Library Board members appointed earlier were three years for three of the members but only two years for one member. By common consent the Council decided to allow the Library Board members to determine the length of terms for respective members. The City Manager r~ported that a response had been drafted to the proposals made by the State Department of Health Resources for use of the proposed landfill sites, that the staff was currently working to determine the cost of the improvements required by the Texas Water Quality Board Enforcement Order and that work on the second phase of the drainage confluence would begin the next day with the temporary closing of certain streets. Mr. Webster assured the Council that every effort would be made to notify all citizens affected by the street closing I
