Varnell, Jerri Martin, Jeff Ebner, <br />Allen King, Frances Emery, Dr. & Mrs. James Wilson, W. S. Rader, Howard <br />Herrin, James E. Bym, Jake Krauskopf, Leon Barba, Ramona Rodriguez, Terry <br />Roberts and others. <br /> <br />The Mayor called the meeting to order at 7: 30 p.m. <br /> <br />The Minutes of the Regular Meeting held December 5, 1977 were approved on <br />motion of Mr. Cavazos and second of Mr. Breihan. <br /> <br />The Mayor next introduced Agenda Item 7C out of order. The Mayor read th<= <br />caption of an Ordinance as follows: <br /> <br />An Ordinance of the City Council of the City of San Marcos <br />Armexing Said City a Contiguous Tract of Land Containing <br />14.50 Acres Located Within the Extraterritorial Jurisdiction <br />of Said City and Lying Adjacent to Present City Boundaries; <br />and Establishing Zoning for Said Tract. <br /> <br />Mr. Breihan moved the Ordinance be approved on second reading. Mr. Hansen <br />seconded the motion. Dr. James Wilson came before the Council to reaffirm <br />his concern with the total impact of proposed development .in Ta~lewood <br />Addition #5 on the adjoining neighborhood and the City as a whole. On roll <br />call, the motion to pass the Ordinance on second reading was unanimously <br />approved. Dr. Craddock moved that the Council go on record with a <br />recorrmendation to the Planning and Zoning Commission to conduct a thorough <br />study of the environment of the area and the impact of the development of <br />Tanglewood Addition #5 prior to finally approving the subdivision plat. <br />Mr. Hansen seconded the motion. On roll call, the following vote was <br />recorded: <br /> <br />Aye: Hansen, James, Craddock, Arredondo <br />Nay: Sutton, Breiha'1, Cavazos <br /> <br />The City Manager summarized long term objectives earlier approved by the <br />Council for allocation of Corrmuni ty Development funds. Continuing an <br />earlier discussion, Mr. Webster displayed a JIBp indicating the boundaries <br />of Victory GarDens Additions 1 and 2. Mr. Sierra, Director of CorrnnUnlty <br />Development, told the Council that if they wished to conduct extensive <br />housing programs in those additions, that they would need to specifically <br />designate Victory Gardens 1 and 2 as targets for housing work. The Mayor <br />opened a public hearing for the discussion of long term objectives. <br />11rs. Frances Emery, a member of the Environmental Advisory Corrmission, <br />briefly discussed the proposed housing program with staff and Council. <br />Jerri Martin, reporter for the Austin-American States!!\3Il, questioned the <br />staff on housing program cost. The Mayor closed the hearing and opened <br />the floor for consideration of the establishment of long term objectives <br />for Comrrnmity Development Action Year IV. In the following discussion, <br />the Council established a priority list as follows: <br /> <br />1. Acquisition of sub-standard, dilapidated housing, E. D. Number <br />4, 9, 11, 13. <br />2 . Rehabilitation, code enforcement and demolition of deteriorated <br />buildings City wide. <br />
