<br />The Mayor called the meeting to order at 7: 30 p.m.
<br />
<br />Mr. Arredondo issued proclamations in observance of the service of Mrs. Josephine
<br />Mann, recently retired from the City COlmty Health Department and to Mr. Howard
<br />Herrin, Acting Director of Public Works.
<br />
<br />The rrDnutes of the regular meeting held December 12, 1977" were approved on
<br />mbtion of Dr. Craddock and second of Mr. Cavazos.

<br />Mr. Hansen moved to re-apjX)int Mrs. William A. Wyatt, Sr., Mrs. Herbert A.
<br />Yarbrough, Jr., and Mr. Jerry Moore to terms on the Belvin Street Historical
<br />District Board of Review. Mr. Breilian seconded the motion which passed
<br />unanimously.

<br />~1r. Cavazos moved to apjX)int Eloy Castaneda and to re-apjX)int Mrs. Jake Sullivan,
<br />Mr. Gene Funk, Dr. James Crawford and ~1rs. Peggy Byas to terms on the Parks and
<br />Recreation Board. Dr. Craddock seconded the motion which passed unanimous 1 y .

<br />The Mayor next called for a staff presentation on the short term Objectives
<br />proposed for Community Development .A.ction Year IV. The City Manager sUlmnarized
<br />a memorandum he had earlier distributed to the Council regarding short term
<br />objectives. The memorandum is attached and made a part of these minutes..
<br />Following the City Manager's presentation, the Mayor opened the public hearing
<br />for consideration of short term objectives, Corrnnunity Development Action Year
<br />IV. Mrs. Mary DelaRosa came before the Council to encourage more housing
<br />assistance in Victory Gardens Additions 1 and 2. She asked the Council ':0
<br />increase fund allocation to $800,000. and to also accept the Urban Renewal
<br />Board recommendation to put all revenue from the sale of land back into a
<br />housing program. Mr. Rito Romero, ,representing the .American GI Forum, next
<br />came before the Council to also encourage housing, street and drainage
<br />improvements assistance for Victory Gardens Additions 1 and 2. Mr. John
<br />Morrisset, Chairman of the Downtown Revitalization Comrni ttee, restated his
<br />committee's request for $75,000. for improvements in the Central Business
<br />District along L. B. J . Drive. When all members frum the audience who wished
<br />to speak had been heard, the Mayor closed the hearing and opened Council
<br />discussion on short term priority. Dr. Craddock moved to remove the earlier
<br />committment made by the City Council to extend Cheatham Street as a major
<br />thoroughfare and to construct a rrDnor roadway instead for $25,000. The City
<br />Manager noted that this would free up about $200,000. for other Year IV
<br />projects. Mr. Cavazos seconded the motion which passed unanimously.
<br />Mr. Hansen moved to delete the allocation of $67,500 earlier committed for
<br />a water storage tank and to turn the monies over for allocation in Year' IV
<br />projects. This projX)sal is also outlined in the City Manager's rejX)rt
<br />attached. Mr. Cavazos seconded the motion which passed unanimously. Council
<br />members next listed the short term project which they wished to see func.ed
<br />in Action Year IV with the amounts they wished to allocate for those projects.
