I

TO:

fROM:

SUBJECT:

DATE:

I

I

CSM-loo

'--'\

214

~ f SanAtarros

OFFICE MEMORANDUM

Mayor and Members of the City Council

C.J. Webster, City Manager

Comnuni ty Development

December 16, 1977

RE:

I hope this is my last rewrite and composition of availab1.e dollars
for the sake of credibility. There are several pieces of infonration
that we have determined.

1. The best proposal for the storage tank is the second alternative
outlined by Charlie Varnell which includes the 12 inch lc.:op in Redwood
and the 12 inch transmission main in S.H. 123. The total cost is
estimated at $517,500. This is $67 ,500 less than originally budgeted and
it can be turned back. .

2. We can build a minor roadway for the Cheatham Street extension
under Community Developrrent. This could be done for $25,000. This
would free up $200,000. Since we have some comni tments to the
people in the area and to Stokes-Yarborough, I believe it would be a
worthwhile expenditure. This would free up $200,000 for:Year IV projeci:s.

3. We are still concerned about the bids for Westover but believe that
there are ways to reduce the impact of not blasting in certain areas. I
would recommend that the $67,500 from the flater tank be held for possible
overruns in Westover. We could deternrine a project as an alternate in
the event all of this is not used.

4. We will have the following funds available, if the Council is
agreeable to the proposed amendments in #1 and #2.

$ 2,048,000
200,000
67,500
2,315,500
230,000
2,085,500
67;500
2,018,000

Allocation Year IV
Cheatham Street
Water Storage
Available Funds
Direct and indirect Administration charges

Less Westover holdover
Net available funds

This is less than discussed last week as a result of my. misconmunication with
our engineers, evaluation of the water t(ll1k proposals and the determination
from HUD on Cheatham Street.
