The Mayor read the caption of a resolution as follows: II A RESOLUTION OF THE CITY COUNCIL OF CITY OF SAN MARCOS, TEXAS, APPROVING A WRITTEN CITIZEN PARTICIPATION PLAN WHICH PROVIDES CITIZENS AN OPPORTUNITY TO PARTICIPATE IN THE DEVELOPMENT OF A COMMUNITY DEVELOPMENT APPLICATION, WHICH PROVIDES CITIZENS WITH ADEQUATE INFORMATION CONCERNING FUNDS AVAILABLE FOR PROPOSED ACTIVITIES, AND WHICH PROVIDES FOR PUBLIC HEARINGS ON NEEDS OF THE COMMUNITY, AND DECLARING AN EFFECTIVE DATE. Mr. Tenorio moved the resolution be adopted. Mr. James seconded the motion which passed unanimously. Mr. James moved to authorize a settlement amount of $400 plus $33.50 in court costs to Jesse Spencer to settle a damage claim. Mr. Cavazos seconded the motion. On roll call the motion passed with six votes in favor and Mr. Tenorio abstaining from the vote. The Mayor introduced for consideration the canvass of returns for a special election held August 11, 1979 to consider a proposition regarding collective bargaining for Policemen. Following the official canvass (a copy of which is attached and is made a part of these minutes) the Mayor read the caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECLARING THE RESULT OF A SPECIAL CITY ELECTION HELD AUGUST 11, 1979. I Mr. Hyatt moved the resolution be adopted. Mr. James seconded the motion which passed unanimously. Mr. Breihan requested that the Council return to a discussion of budget revision. Mr. Breihan moved to allocate $17,000 out of the $125,000 allocated for master plan revision to be used for employment of a City Planner. Mr. James seconded the motion which passed unanimously. Mr. Tenorio requested that a joint work session be held with the Planning & Zoning Commission to consider master plan revision. At 12:13 a.m. the Council recessed to Executive Session on motion) of Mr. James and second of Mr. Hyatt. Council reconvined in regular session at 12:55 a.m. on motion of Mr. James and second of Mr. Hyatt. The Mayor reported that the Council discussed personnel and pending litig~iuIT~~Mr. Sutton moved to authorize the $550 cost-of-living inc?,ease for tRy Municipal Court Judge and the City Secretary.
