Mr. James seconded the <br />motion which passed unanimously. <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />II <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF CITY OF SAN <br />MARCOS, TEXAS, APPROVING A WRITTEN CITIZEN PARTICIPATION <br />PLAN WHICH PROVIDES CITIZENS AN OPPORTUNITY TO PARTICIPATE <br />IN THE DEVELOPMENT OF A COMMUNITY DEVELOPMENT APPLICATION, <br />WHICH PROVIDES CITIZENS WITH ADEQUATE INFORMATION <br />CONCERNING FUNDS AVAILABLE FOR PROPOSED ACTIVITIES, AND <br />WHICH PROVIDES FOR PUBLIC HEARINGS ON NEEDS OF THE <br />COMMUNITY, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Tenorio moved the resolution be adopted. Mr. James seconded <br />the motion which passed unanimously. <br /> <br />Mr. James moved to authorize a settlement amount of $400 plus <br />$33.50 in court costs to Jesse Spencer to settle a damage claim. <br />Mr. Cavazos seconded the motion. On roll call the motion passed <br />with six votes in favor and Mr. Tenorio abstaining from the vote. <br /> <br />The Mayor introduced for consideration the canvass of returns <br />for a special election held August 11, 1979 to consider a proposition <br />regarding collective bargaining for Policemen. Following the <br />official canvass (a copy of which is attached and is made a part <br />of these minutes) the Mayor read the caption of a resolution as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DECLARING THE RESULT OF A SPECIAL CITY ELECTION HELD <br />AUGUST 11, 1979. <br /> <br />I <br /> <br />Mr. Hyatt moved the resolution be adopted. Mr. James seconded the <br />motion which passed unanimously. <br /> <br />Mr. Breihan requested that the Council return to a discussion of <br />budget revision. Mr. Breihan moved to allocate $17,000 out of the <br />$125,000 allocated for master plan revision to be used for employment <br />of a City Planner. Mr. James seconded the motion which passed <br />unanimously. Mr. Tenorio requested that a joint work session be held <br />with the Planning & Zoning Commission to consider master plan revision. <br /> <br />At 12:13 a.m. the Council recessed to Executive Session on motion) <br />of Mr. James and second of Mr. Hyatt. Council reconvined in regular <br />session at 12:55 a.m. on motion of Mr. James and second of Mr. Hyatt. <br />The Mayor reported that the Council discussed personnel and pending <br />litig~iuIT~~Mr. Sutton moved to authorize the $550 cost-of-living <br />inc?,ease for tRy Municipal Court Judge and the City Secretary.
