<br />The Mayor called the meeting to order at 6:30 p.m. The minutes
<br />of the Regular Meeting held September 10, 1979, were approved
<br />on motion of Mr. Cavazos and second of Mr. Tenorio. The minutes
<br />of the Special Meeting held September 7, 1979, were approved
<br />on motion of Mr. James and second of Mr. Cavazos. The minutes
<br />of the Special Meeting held September 8, 1979, were approved
<br />on motion of Mr. Cavazos and second of Mr. Tenorio with Mr.
<br />James abstaining from the vote. The minutes of the Special Meeting
<br />held September 9, 1979, were approved on motion of Mr. James
<br />and second of Mr. Tenorio. The Mayor introduced for consideration
<br />minutes of the Special Meeting held September 11, 1979. Mr. James
<br />moved approval of the minutes. Mr. Tenorio seconded the motion.
<br />On roll call the following vote was recorded:

<br />NAY: NONE
<br />
<br />ABSTAIN: Cavazos, Sutton
<br />
<br />Since Mr. Breihan had not arrived at the meeting and since more
<br />than three votes are necessary to approve any Council action,
<br />approval of the September 11th meetings was deferred until Mr.
<br />Breihan's arrival. The minutes of the Special Meeting held September
<br />17, 1979, were approved on motion of Mr. James and second of
<br />Mr. Tenorio. The minutes of the Special Meeting held September
<br />18, 1979, were approved on motion of Mr. James and second of Mr.
<br />Tenorio. The minutes of the Special Meeting held September 22, 1979
<br />were approved on motion of Mr. Tenorio and second of Mr. James.
<br />The minutes of the meeting held September 11th were reintroduced
<br />upon Mr. Breihan's arrival. Mr. Tenorio moved the minutes be
<br />approved. Mr. James seconded the motion which passed with four
<br />votes in favor and Mr. Cavazos and Mr. Sutton abstaining from the
<br />vote.

<br />The Mayor opened a public hearing to consider a request for the
<br />annexation of 5.5 acres of land located near IH 35 North adjacent
<br />to the United campgrounds. The applicant, Mr. Robert Gaertner,
<br />was present to request the annexation. Mr. Gaertner informed
<br />the Council that he wished to enlarge the United Campgrounds.
<br />George Boeker, City Water and Wastewater Superintendent, informed
<br />the Council that utility lines were presently at the site of the
<br />current United Campground development and that Mr. Gaertner would
<br />be expected to extend the lines on his own property. Mr. Boeker

<br />Mr. Hyatt attended the meeting from 8:00 p.m. until 9:30 p.m.
