Mr. James moved to direct <br />the staff to place the annexation ordinance for first <br />reading on the October 8th, regular meeting agenda. Mr. <br />Tenorio seconded the motion which passed unanimously. <br /> <br />The Mayor opened a public hearing to consider proposed water <br />and sewer rates for the City of San Marcos. Prior to elliciting <br />response from the Councilor audience regarding the proposed <br />rates, Mayor Hansen read a statement giving the current status <br />of the utility fund. Mr. Hansen's remarks are attached and <br />made a part of these minutes. Acting City Manager, Ray Kotowski, <br />recommended that the rate structure proposed by Electric <br />Power Engineers, Inc. be increased by 35~ on the urban residential <br />base rate, that the multi-family units be charged 100% of the <br />residential rate instead of the 57% on the residential rate proposed <br />by Electric Power Engineers, Inc. and that the rural rate be <br />reduced. John Kreczmer protested any increase in the utility <br />rate if the increase were necessary only to make up for reduced <br />revenues resulting from consumer conservation of water. Mr. <br />Henry C. Kyle told the Council he felt the cost of administration <br />for the utility department was too high and that he felt the <br />University was not paying their proper share of sewage costs. Miss <br />Alma Edwards asked the Council to consider adjustments to the <br />sewage rates for commercial property when water was used for irrigation <br />or other purposes and did not go into the sewer system. Mr. <br />John Stokes protested the charge of residential rates for apartment <br />complexes contending that multi-family rental property was a <br />commercial venture and should be assessed commercial rates. Frances <br />Emory, representing the Rnvirormental Advisory Board, encouraged <br />the Council to set rates which would fund the necessary improvements <br />to the utility system. Council, by common consent, directed the <br />Acting City Manager to prepare a report on his recommendations for <br />water and sewer rates. <br /> <br />I <br /> <br />At 8:00 p.m. the Council recessed to executive session on motion <br />of Mr. James and second of Mr. Sutton. The meeting reconvened in <br />regular session at 9:27 p.m. on motion of Mr. Cavazos and second of <br />Mr. James. The Mayor reported the Council had discussed pending <br />litigation and personnel. The Mayor then asked for nominations <br />for appointment of a City Manager. Mr. Hyatt nominated Mr. James <br />Turner. Mr. Sutton nominated Mr. A. C. Gonzalez, Jr. Mr. Cavazos <br />moved nominations cease and Mr. Tenorio seconded the motion which <br />passed unanimously. On roll call the following vote was recorded: <br /> <br />I <br /> <br />Turner: Breihan, Hyatt <br /> <br />Gbnzalez: James, Sutton, Tenorio, Cavazos, Hansen <br /> <br />The Mayor reported that the new City Manager would receive a salary <br />of $27,000 plus a car allowance of $200 per month. Following this <br />item of business, Mr. Hyatt left the meeting. <br /> <br />Mr. Tenorio moved to table consideration of appointment of Municipal <br />Court Judge arrd'Alternate Judge. Mr. Cavazos seconded the motion <br />which passed unanimously. <br /> <br />Mr. Breihan moved to reappoint Dr. John R. Koos as' 'Ci ty Health <br />Officer. Mr. Cavazos seconded the motion which passed unanimously. <br /> <br />I <br /> <br />The Mayor introduced for consideration requests for permits to <br />locate mobile homes. Mr. Cavazos moved to approve the requests <br />by Jonas and Janie Rangel to locate a mobile home on lot 49 of <br />the A.M. Ramsey Addition, corner of Lockhart and First Streets. <br />Mr. Tenorio seconded the motion which passed unanimously. Mr. Cavazos <br />
