<br />They are attached and made a part of these minutes. Mr. James
<br />seconded the mot inn. Mr. Breihan moved the amend the rate
<br />schedule "SC-l" to substitute the wording "commercial
<br />and/or industrial business establishment, governmental establishment,
<br />or educational institution providing water service to its premises"
<br />for the words "self-water supplying wastewater customer". Mr. James
<br />seconded the motion. Mr. Tenorio objected to discounting two
<br />specific entities as recommended by Mr. Denison and included in
<br />Mr. Cavazos' amendment, saying that such a practice was not
<br />equitable to all users. On the Breihan motion to amend rate
<br />schedule "SC-l", the following vote was recorded:

<br />On the Cavazos motion to substitute new rate schedules, the

<br />On the main motion to adoot the Ordinance on second reading,

<br />The Mayor invited all persons still having objections to the
<br />Ordinance, which would be considered at the third and final
<br />reading on Tuesday, December 11, 1979, to present those comments
<br />to the City Manager.

<br />The Mayor read the caption of an Ordinance as follows:

<br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE
<br />OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966
<br />(VOL. 32) BY ZONING 5.5 ACRES OF LAND OUT OF THE ~. M.
<br />VE~1ENDI LEAGUE NO.2, LOCATED ON I.H. 35 ADJACENT TO
<br />THE UNITED CAMPGROUNDS, "c" (COMMERCIAL).

<br />Mr. Sutton moved the Ordinance be approved on second reading.
<br />Mr. James seconded the motion, which passed unanimously.

<br />AND LAND, DATED MAY 23, 1966 (VOL. 32) BY ZONING LOTS 16-19
<br />OF BLOCK C, LOTS 16-36 OF BLOCK E, AND LOTS 10-18 OF BLOCK F
<br />OF THE HUGHSON HEIGHTS ADDITION #2 TO BE ZONED "R-l" (SINGLE
<br />FAMILY RESIDENTIAL); LOTS 14 AND 15 OF BLOCK C, LOTS 19-21
<br />OF BLOCK F AND LOTS 1-14 OF BLOCK L OF THE HUGHSON HEIGHTS

<br />Mr. Cavazos moved the Ordinance be approved on second reading. I
<br />Mr. James seconded the motion. Mr. James pointed out that the
<br />staff had made recommendations regarding traffic improvements
<br />which would be necessary to relieve problems which would probably
<br />be generated by new development, and that if the Council changed
<br />the zoning, it would also be committing itself to making those
<br />improvements. On roll call, the motion passed by the following
<br />vote:

<br />NAY: None
<br />ABSTAIN: Tenorio.
