<br />121 <br /> <br />regular meeting, december 10, 1979 <br /> <br />page six <br /> <br />The Mayor directed that an Ordinance having the following <br />caption be read in its entirety. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 15.2 ENTITLED "TEMPORARY USE OF <br />LAND BY MOBILE HOMES" OF APPENDIX A, ENTITLED "GENERAL <br />ZONING ORDINANCE" OF THE CODE OF ORDINANCES OF SAID CITY <br />BY ADDING A REQUIREMENT THAT A MOBILE HOME PLACED PURSUANT <br />TO THAT SECTION. BE INDIVIDUALLY METERED FOR WATER SERVICE; <br />RENUMBERING SAID SECTION TO PROVIDE FOR SAID ADDITION; <br />AND DECLARING AN EMERGENCY. <br /> <br />Mr. Hyatt moved that the Ordinance be adopted. Mr. James <br />seconded themotion, which passed unanimously. <br /> <br />I <br /> <br />The Mayor introduced for consideration a bid received for the <br />exchange of city-owned property located near the Springlake <br />Pump Station for property suitable for a fire substation site. <br />Director of Public Safety, Bob Minnie, stated that the one-half <br />acre'~ract offered by trr. W.C. Carson was suitable for such a <br />use and was large enough to accommodate the planned structure. <br />The City Manager reported that the city-owned property was unusable <br />by the City. Mr. James moved that the bid submitted by Mr. Carson <br />be accepted subject to the city retaining easements across the <br />springlak~ property and the inclusion of a deed restriction on <br />same property dedicating it to public use only. Mr. Tenorio <br />seconded the motion. On roll call, the following vote was <br />recorded: <br /> <br />AYE: James, Tenorio, Hansen <br />NAY: Sutton, Cavazos, Hyatt <br />ABSTAIN: Breihan. <br /> <br />Mr. Sutton stated that he felt the city-owned property was too <br />valuable to be traded as proposed by Mr. Carson. <br /> <br />The Mayor introduced for consideration the proposed design for I <br />the Roosevelt and Guadalupe streets intersection. Council <br />discussed the design briefly. Mr. Breihan moved the item be <br />tabled and asked staff to perform further research on the project. <br />Mr. Sutton seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced a Resolution selecting consultants to assist <br />the City in the San Marcos Personnel Improvement Program. The <br />City Manager advised the Council that the consultants proposed had <br />withdrawn their offer. Mr. Hyatt moved the Resolution be tabled. <br />Mr. James seconded themotion, which passed unanimously. <br /> <br />The Mayor introduced for consideration disposition of the Guadalupe <br />Street city hall building. Terry Roberts informed the Council that <br />no bids had been received but that one individual had asked to make <br />a proposal to the Council after the bid submission deadline. <br />Mr. Hyatt moved to direct the staff to study alternatives for <br />disposition of the building. Mr. Cavazos seconded the motion, <br />which passed unanimously. <br /> <br />Lynda Saunders came before the Council to discuss the parking <br />situation on Woods Street between Vista and Comanche streets. <br />Miss Saunders told the Council that adequate parking was not <br />available in the area and asked that additional parking on the <br />north side of the street be allowed. Mr. Minnie reminded the I <br />Council that an Ordinance had recently been adopted which allowed <br />parking on the south side of the street, but that allowing parking <br />on the north side could create problems for emergency vehicles <br />having to pass down the street and also to sanitation workers <br />servicing the container on the street. Mr. Minnie pointed out <br />that the recent action by the Council had increased the parking <br />spaces available to residents in the area by removing the pro- <br />hibition against parking on the south side of the street. <br /> <br />Mr. Elliott Cunningham came before the Council to request that <br />the Animal Control Ordinance be amended to allow dogs to be on <br />their owner's property without. being under restraint. Several <br />persons in the audience, including Mrs. Alma Edwards and Mrs. <br />Rosemary Harris, objected to any amendment of the Ordinance to <br />make it less restrictive. No action was taken by the Council. <br />
