<br />regular meeting, march ~6, 1973 <br /> <br />page t'hree <br /> <br />/1 <br /> <br />Mr. King proposed that Councilman Etheredge and Mr. Fred Garza <br />serve on the Chamber of Commerce Tourist Committee. <br /> <br />Mr. Aart Millecam came before the Council with a report on the <br />activities of the Drug Abuse Program. A copy of Mr. Millecam's <br />report is attached as a part of these Minutes. <br /> <br />I <br /> <br />Dr. Charles Suckle came before the Council to state that, due to <br />construction of apartments on Forest Drive, earth next to the <br />roadway had been bulldozed out creating a hazard for vehicles <br />dropping off the pavement as well as the possibility of rain washing <br />out earth at the edges of the street and damaging the pavement. <br />Councilmen discussed the situation and requested the City Manager <br />study the problem. <br /> <br />Mayor Flores issued two Proclamations: one inviting citizens to <br />attend a showing of the Bi!ly Graham film, "Time to Run"; and the <br />other designating the week of April 8 through April 14 as "Library <br />Week in San Marcos". <br /> <br />Mayor Pro-tem Ross King read a Resolution that the Council "go on <br />record as extending Mayor Luciano H. Flores a sincere vote of <br />appreciation for his dedication and integrity through a time of <br />great social change in the City of San Marcos," and moved its <br />approval. Mr. Yarbrough seconded the motion, which passed unanimously, <br />with Mr. Flores abstaining. The Resolution is attached and made <br />a part of these Minutes. <br /> <br />Councilman DeLa Rosa, stating that the opening of Lamar Street <br />could alleviate a serious traffic hazard, moved that the Council <br />direct the City Manager to supply facts and figures on the opening <br />of Lamar Street. Councilman Etheredge seconded the motion, which <br />passed unanimously. <br /> <br />I <br /> <br />The City Manager stated that the County Commissioners had agreed <br />to supply one-half the cost ($4,500) of the ambulance requested by <br />the Hays County Memorial Hospital. Mr. King moved the City Council <br />supply the other half of the cost of the ambulance. Mr. Etheredge <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Yarbrough moved to approve the plans submitted by Barnes, Landes, <br />Goodman and Youngblood, architects for the Rio Vista Swimming Pool- <br />Park project and to submit said plans to the Department of Housing <br />and Urban Development for approval. Mr, King seconded the motion. <br />The City Manager stated that the Parks and Recreation Board would <br />review the plans before submission to HUD. On roll call, the motion <br />passed unanimously. <br /> <br />Mr. Etheredge moved to approve a contract between the City and <br />the firm of McGinnis, Lochridge and Kilgore for litigation proceedings <br />against the Lower Colorado River Authority; the maximum fee not <br />tb exceed $7,500. Mr. Cunningham seconded the motion, which <br />passed unanimously. <br /> <br />The City Manager presented the cost estimates on revised plans for <br />the City Shop. He explained that the $22,000 expenditure would <br />include tools and the previously authorized shop improvements, with <br />the balance of the amount previously estimated to be funneled into <br />street improvements. Mr. King moved authorization of the expenditure. <br />Dr. Tauch seconded the motion.
