<br />regular meeting, april 23, 1973 <br /> <br />page five <br /> <br />:1;/3 <br /> <br />Mayor Etheredge presented a request from Hays County Memorial <br />Hospital for an increase in funds to $1,000 per month. The <br />City Manager ,stated that the deficitc:laimed by the hospital <br />was shown in their audit. 'Mr. Flores moved the increase in <br />funds from $750 to $1,000 per month be approved. Mr. Yarbrough <br />seconded the motion which passed unanimously. <br /> <br />I <br /> <br />The City Manager presented a proposal from Lockwood, Andrews and <br />Newnam, consulting engineers, for assistance in the preparation of <br />a new subdivision ordinance. (see letter attached) Mr. Gresham <br />explained that Lockwood, Andrews and Newnam had suggested their <br />payment be made on a per diem basis. Dr. Tauch moved the proposal <br />be approved. Mr. Flores seconded the motion. Councilmen discussed <br />the desirability of payment on a per diem basis as opposed to <br />a set fee. Dr. Tauch withdrew his motion with consent of the <br />seconder, and moved that the City Manager negotiate with Lockwood, <br />Andrews and Newnam for a set fee before proceeding with the prepara- <br />tion of the ordinance. Mr. Flores seconded the motion, which passed <br />unanimously. <br /> <br />Dr. Francis Horne came ,be'fore"the Council with recommendations <br />from the Environmental Advisory Gommittee. (see attached) <br />Councilmen discussed each recommendation and requested the City <br />Manager investigate each and report his findings to the Council. <br /> <br />The Mayor read a Resolution approving the continued participation <br />in the Texas Law Enforcement Automated Teletype System. The <br />Resolution is attached as a part, of these Minutes. Mr. Yarbrough <br />moved the Resolution be approved.' Dr . Tauch seconded the motion, <br />which passed unanimously. <br /> <br />The next item on the Agenda, a preliminary plat submitted by <br />Dr. J.R. Koos was tabled on motion of Mr. Flores and second of <br />Mr. Cunningham due to Dr. Koo's absence. <br /> <br />I <br /> <br />The Mayor issued a Proclamation in observance of "Arthritis Week". <br /> <br />On motion of Mr. Yarbrough and second of Mr. Flores, a quitclaim <br />deed (see attached) releasing property to Roy Mannie was unanimously <br />approved. <br /> <br />Mr. Flores moved to instruct the City Manager to immediately contact <br />the County Commissioners and set a date for City/County cleaning <br />of Purgatory and willow Springs creeks, and to begin acquiring <br />right-of-entry agreements from property owners in the area. <br />Mr. Yarbrough seconded the motion. Mayor Etheredge stated that the <br />creeks also needed to be rechanneled in order to gain any measure <br />of flood control. On roll call, the motion passed unanimously. <br /> <br />On motion of the Mayor and second of Mr. Flores, Ira Kennedy and <br />Fred Garza were appointed to the Chamber of Commerce Tourist <br />Development Committee. <br /> <br />Mr. Etheredge proposed Caesar Damon be appointed to the Senior <br />Citizens Advisory Committee. <br /> <br />Councilman DeLa Rosa read a letter received from persons who had <br />received assistance from the San Marcos Police Department, commending <br />that department for its courteous help. <br /> <br />I <br /> <br />A.R.
