<br />I <br />1\90 <br />I <br /> <br />regular meeting, may 14, 1973 <br /> <br />page six <br /> <br />John Pfeffer came before the Council to request that <br />criminal charges not be filed on juveniles apprehended with <br />possession of marijuana; but that their parents be called in <br />for counseling. <br /> <br />Mr. DeLa Rosa proposed the name of Mrs. Rosie Farias for <br />appointment to the Planning and zoning Commission. <br /> <br />Mayor Etheredge reported that the deed for the Dunbar School <br />property had been received from the San Marcos Consolidated <br />Independent School District. He explained that the purchase <br />price of $31,000.00 had been donated by Mr. and Mrs. courtney <br />D. Marshall, and that an ordinance was being prepared to <br />dedicate the property as park land. <br /> <br />I <br /> <br />Councilman DeLa Rosa introduced Mrs. Mary Soto who requested <br />that consideration be given her request for a temporary permit <br />to locate a mobile home at 711 McGehee Street. Mrs. Soto <br />explained that she had not made the usual application because <br />she had understood that the Urban Renewal Agency would object <br />and the request would automatically be denied. Albert Sierra, <br />representing the Urban Renewal Agency, explained that the Urban <br />Renewal Plan did not allow mobile homes in that area; but that <br />immediate plans for development had not been made. Councilmen <br />advised Mrs. Soto to apply for a permit and public hearings <br />before the Planning and Zoning Commission and the City Council <br />so that the matter could be studied. <br /> <br />Mayor Etheredge appointed Councilmen Tauch and Cunningham <br />to a committee to study the proposed civic center. <br /> <br />Ira Kennedy came before the Council to request that a complete <br />report on revenue sharing funds be published. <br /> <br />Mr. Kennedy also requested an ordinance or policy regarding <br />parking permits for persons who were forced to park on City I <br />streets near their residences in the Central Business District. <br />Mr. Flores said merchants were also having a problem in finding <br />parking near their businesses. He requested a study be made of <br />the feasibility of issuing special permits. <br /> <br />Councilman Dibrell moved approval of the $3,000.00 homestead <br />tax exemption for persons 65 years of age or older. Mr. Cunningham <br />seconded the motion. Mr. Gresham reported that the City could <br />expect about 150 applications, the estimate based on number of <br />applications received by school and county tax officials. He <br />further stated that the exemption would mean a reduction in <br />revenue of about $60.00 per applicant, but that the cut-off <br />date for applications was April 30, 1973. Mr. Dibrell amended <br />his motion to state that applications would be taken for the <br />next fiscal year. On roll call, the motion passed unanimously. <br /> <br />The Mayor read the letter of resignation submitted by the City <br />Manager.
