<br />Mr. Dela Rosa moved the Ordinance be approved on first reading.
<br />Mr. Cunningham seconded the motion, which passed unanimously.
<br />
<br />The Mayor opened a pub lie ,hear i ng to cons i der a change in
<br />zoning of the entire C.D. Wallace Addition and Partition of
<br />Benito and Francisca Cruz Land, from "M" and "0" to "R-l".
<br />Mr. Manuel Castillo came before the Council to represent the
<br />residents of the abovedescribed property requesting the change.
<br />He stated that those citizens felt the change was good and would
<br />protect the neighborhood. Dr. Craddock, representing the
<br />Planning and Zoning Commission, stated that the Commission had I
<br />recommended the change at the request of nemerouscitizens
<br />residing in Wal lace Addition and Cruz land. Mrs. Ruben Gonzales
<br />presented a petition in objection to the change in zoning. It
<br />may be found in the official records of the City. Councilman
<br />Dela Rosa translated the proceedings in Spanish and explained what the
<br />what the zoning process involved. Mrs. Rachel Gaitan requested
<br />the Counc~1 table the first reading of the ordinance so that more
<br />citizens could attend the discussion, Mayor Etheredge suggested
<br />the rezoning be done on ~n individual basis. Dr. Craddock said
<br />that would constitute "spot-zoning in reverse"; and that the
<br />object of the rezoning to "R~l" was to keep the neighborhood
<br />from deteriorating, The Mayor closed the public hearing and
<br />read the caption of an ordinance as follows:

<br />AN ORDINANCE AMENDING SECTION 30F THAT ORDINANCE WHICH
<br />REGULATES AND RESTRICTS THE lOCATION AND USE OF BUILDINGS,
<br />STRUCTURES AND U\ND, DATED MAY 23, 1966 (VOl. 32) BY
<br />CHANGING THE ZONING OF THE C.D, WALLACE ADDITION AND
<br />PARTITION OF BENITO AND FRANCISCA CRUZ LAND (THAT LAND
<br />BOUNDED ON THE NORTH BY THE COUNTY ROAD FROM STAPLES
<br />OW'THE WEST AND EXTENDING SOUTH 150 FEET PAST DURANGO
<br />STREET TO THE CITY LIMITS AND NORTH TO THE COUNTY ROAD
<br />LINE), FROM "M" (MIXED) AND "D" (MULTIFAMILY) TO "R-l" I
<br />(SINGLE FAMILY RESIDENTIAL). .

<br />The Mayor introduced a request for a temporary permit to locate
<br />a mobile home on Lot 4 in the City View Addition, 1103 Gravel
<br />Street, Dr. Tauch, noting the Planning and Zoning Commission's
<br />recommendation for approval, moved the permit be approved,
<br />Mr, DeLa Rosa seconded the motion, which passed unanimously,
<br />
<br />The Mayor read the caption of an ordinance as follows:
<br />
<br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH
<br />REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS,
<br />STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL, 32) BY
<br />CHANGING THE ZONING OF lOTS 37, 38 AND 39 IN THE MlllVIEW
<br />ADDITION, LOCATED ON EASTWOOD STREET AND lOOP 82, FROM
<br />~C" (COMMERCIAL) TO "C-2" (COMMERCIAL),
<br />
<br />Mr, King moved the Ordinance be approved on third reading,
<br />Mr, Cunningham seconded the motion. On roll call, the
<br />following vote was recorded:
