Aart Mi I lecam, director of the Drug Education Program, reported on the activities of the program, and explained the proposal for a drug analysis program (see attached) in conjunction with the Southwest Texas State University. Mayor Etheredge read a Resolution establ ishing the City's desire to enter into the-drug analysis program in cooperation I with the University. Dr. Tauch moved the Resolution be approved. Mr. Cunningham seconded'the motion, which passed unanImously. The Resolution is attached as a part of these Minutes. Mayor Etheredge introduced a Resolution authorizing the submission of a grant appl ication for funds to aid in the construction of the River Walk in Rio Vista Park. -Mr. Flores moved the Resolution (see attached) be approved. Mr. Dibrel I seconded the motion. Mr. Baugh explained that the appl ication would request a grant in the amount of $20,000 or one-half the estimated cost of the project. He further stated that the matching $20,000 would be provided through private donations. On roll cal I, the motion to approve the Resolution passed unanimously. Mayor Etheredge introduced a Resolution authorizing the CIty Manager to execute an appl ication for the purpose of obtaining certain Federal Financial Assistance under the Federal Disaster Act. Mr. Baugh reported that the City spent money out of the general operating fund for expenses incurred as a result of the 1971 flood, and that we were entitled to reimbursement from I the Federal Government. Dr. Tauch moved the Resolution be approved. Mr. Dibrel I seconded the motion, which passed unanimously. The City Manager reported that complaints had been received regarding drainage on Mil I Street. Mr. Baugh said that some remedial work had been done, but that the problem was more compl icated that it seemed at first.' He said that a permenant solution was being studied. Mr. Elmer Satterwhite, who resides on Mi I I Street, came before the Council with suggesti6ns for alleviating the problem. Mr. Dibrell requested the matter be placed on the August 6 workshop agenda.
