<br />regula~ meeting, july 23, 1973 <br /> <br />page four <br /> <br />placed on the next~regular agenda for consideration. <br /> <br />Mr. Dibrell proposed M~. tharles Suckle for appointment to <br />the Planning and Zoning Commission. <br /> <br />Aart Mi I lecam, director of the Drug Education Program, <br />reported on the activities of the program, and explained <br />the proposal for a drug analysis program (see attached) <br />in conjunction with the Southwest Texas State University. <br />Mayor Etheredge read a Resolution establ ishing the City's <br />desire to enter into the-drug analysis program in cooperation I <br />with the University. Dr. Tauch moved the Resolution be <br />approved. Mr. Cunningham seconded'the motion, which passed <br />unanImously. The Resolution is attached as a part of these <br />Minutes. <br /> <br />Mayor Etheredge introduced a Resolution authorizing the submission <br />of a grant appl ication for funds to aid in the construction <br />of the River Walk in Rio Vista Park. -Mr. Flores moved the <br />Resolution (see attached) be approved. Mr. Dibrel I seconded <br />the motion. Mr. Baugh explained that the appl ication would <br />request a grant in the amount of $20,000 or one-half the <br />estimated cost of the project. He further stated that the <br />matching $20,000 would be provided through private donations. <br />On roll cal I, the motion to approve the Resolution passed <br />unanimously. <br /> <br />Mayor Etheredge introduced a Resolution authorizing the CIty <br />Manager to execute an appl ication for the purpose of obtaining <br />certain Federal Financial Assistance under the Federal Disaster <br />Act. Mr. Baugh reported that the City spent money out of the <br />general operating fund for expenses incurred as a result of <br />the 1971 flood, and that we were entitled to reimbursement from I <br />the Federal Government. Dr. Tauch moved the Resolution be <br />approved. Mr. Dibrel I seconded the motion, which passed <br />unanimously. <br /> <br />The City Manager reported that complaints had been received <br />regarding drainage on Mil I Street. Mr. Baugh said that <br />some remedial work had been done, but that the problem was <br />more compl icated that it seemed at first.' He said that a <br />permenant solution was being studied. Mr. Elmer Satterwhite, <br />who resides on Mi I I Street, came before the Council with <br />suggesti6ns for alleviating the problem.
