<br />The Mayor opened a publ ic hearing on a request for a change
<br />of zoning from "R-l" to "R-2" on Lots 438 and 439, Westover
<br />Addition, and asked if there were someone there to speak in
<br />favor of the change. Dr. Robert A. Galvan said he had
<br />requested the change; that he wished to build a duplex on
<br />the property; and, that he was under contract to buy the
<br />property if the' change were granted, He said there were
<br />two lots, 50 x 169, with 100 foot frontage. No one else
<br />came forward to speak for or against the change, and the
<br />Mayor declared the publ ic hearing closed,
<br />
<br />Mr, Flores introduced and read aloud the fol lowing caption of
<br />an ordinance:

<br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH
<br />REGULATES AND RESBICTS THE LOCATION AND USE OF BUILDINGS,
<br />STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL, 32) BY
<br />CHANGING THE ZONING OF LOTS 438 AND 439 IN THE WESTOVER
<br />ADDITION, LOCATED AT GIRARD AND MARLETON STREETS~ FROM
<br />"R-l" (SINGLE FAMILY RESIDENTIAL) TO "R-2" (DUPLEX).

<br />Mr, Etheredge moved approval of , the ordinance on fJrst reading.
<br />Mr, Yarbrough ,seconded the 'motion, which passed unanimously. , '

<br />Mr;. .Etheredge moved acceptance of a re-pl at of the lots for u.se
<br />in.the new zoning, Mr, Yarbrough seconded the motion, which
<br />passed,unanimously.
<br />
<br />Mr. King moved approval of the Positirin Cl.ssification and
<br />Pay Plan, as previously considered in workshops and meetings.
<br />Mr. DeLa Rosa.seconded the motion. Certain aspects of the
<br />new Position Classification and Pay Plan were discussed with
<br />the City Manager. On rol I call, the motion pass~d unanimously.

<br />extending closing hours to 2:00 a.m, He proposed the longer
<br />hours as an economic benefit, and urg~d adoption of the
<br />ordinance "in the best interests of the community."

<br />Mr. King moved den i a I of the request, Mr, Yarbrough seconded
<br />the motion. The disadvantages of longer hqurs for taverns
<br />were pointed out by several Councilmen. Discussion ensued.
