Brown, Executive Director- <br />of the Urban Renewal Agency, who presented information <br />regarding two proposed land use changed in the Urban <br />Renewal Plan (see letter attached). He siated that property <br />owners a long ,Cheatham Str~et had ,not objected to the change <br />there, and that the Planning and Zoning Commission had <br />recommended approval of the changes. Mr. Brown and Counci Imen <br />discussed alternatives to the proposals. <br /> <br />The Mayor opened a publ ic hearing to consider the proposed <br />changed ~o the Urban Renewal Plan. Mr. Joe Rodriguez, owner <br />of property on Cheatham Street, came before the Council to <br />state that~ since the City's Master Plan had des~gnate~ the <br />area "M" (mixed), owners could see no objection to changing <br />the Urban Renewal Plan. MI'. Bob Barton, jr., speaking as a <br />member uf the Planning and Zoning Commission, explained the <br />Commission's actions leading to the r~commendation that the <br />proposed ch.anges be made. Counci I men Etheredge and King <br />questio~ed the emergency clause in the ordinance. Councilman <br />Yarbrough, saying that he saw no alternative to the changes <br />proposed, stated that be felt the ordinance should be passed <br />without further de lay. The Mayor dec I are,d the pub lie hear i ng <br />closed. <br /> <br />I <br /> <br />The Mayor introduced an ordinance and r~ad the caption as follows: <br /> <br />AN ORDINANCE APPROVING AND ADOPTING MINOR AMENDMENT <br />NO.1 TO THE URBAN RE.NEWAL PLAN FOR NDP PROJECT TEX. <br />A-6, THIRD ACTION YEAR, A'ND DIRECTING THAT SAID CHANGE <br />BE FILED AS PART OF THE URBAN RENEWAL PLAN FOR SAID <br />PROJECT, AND DECLARING AN EMERGENCY. ' <br /> <br />Mr. King move,d the. ordinance be approved as an emergency. <br />Dr. Tauch seconded the motion. Counci Iman Kin.g mov,ed <br />approval. of the Re:solution. Counci Iman Etheredge seconded <br />the motion, which passed unanimously. <br /> <br />Dr. Emmie Craddock, Chairman of the Charter Revie'wCommission, <br />gave a .fi na I report to the Counc il .
