<br />Mr. Phil Waters, Assistant Director of Community Action,
<br />came before the Counci I to request fund i ng out of expected
<br />Revenue Sharing for three propos~d programs, see attached.
<br />Mr. Waters placed priority on Program 1: Drug Abuse
<br />Research" and Resource Mobil ization. The second"proposal
<br />was for Community Medical and Dental Assistance. The third
<br />~as for a Neighborhood Recreation Program. In the wake of
<br />discussion of the third proposal, Counci Iman Etheredge said
<br />the City's recreation program was given a Hood budget, and"
<br />should be able to meet the needs of the community.
<br />Mr. Etheredge moved t,hat the Council direct the City Manag,er
<br />to i nstr,uct the Parks and Recreat i on Director to look into,
<br />programs for children on the south side of town, and to get
<br />going with them. Mr. DeLa Rosa seconded the motion.
<br />Mr. Yarbrough requested that the motion. inclu'de a request
<br />fo~ a rep~rt bac~ to the Council on the Director's findings
<br />and plans. Mr. Joe Mol ina, a visitor to the meeting, stated
<br />that the only recreation for children at present was pro-
<br />vided by Southside Co~munity Center. The motion passed
<br />unanimously.

<br />They are attached and made a part of "the Minutes. Mr. Mendez
<br />read the Resolutions passed by the Party; one supporting the
<br />Community Action Progr,am pr,oposals; theqther,. protesting
<br />the manner in wh j ch the Low.er Cot orado River Author i ty ra i sed
<br />the rates.

<br />MayorF I o.resexp la i ned that.Revenue Sharing funds had not yet
<br />been budgeted, and that the pr,oposa Is presented by Commun i ty
<br />Action would be given consideration. The Mayor stated that he
<br />had been in contact with County Commissioner-elect Ruben Ruiz,
<br />who had expressed a des i r,e for a workshop with City and, County
<br />officials to discuss the Revenue Sharing program. Councilman
<br />Yarbrough announced that Governor Smith was hosting a
<br />Revenue Sharing Seminar on December 13 in Austin, and encouraged
<br />all interested persons to attend. Dr. Tauch requested a
<br />workshop with County Commissioners before discussing the City
<br />Revenue Sharing budge~.

<br />cited Article 11, Section 2 of the ~harter, and stated ~hat he

<br />an appl i~ation for a bill~ard hall permit be placed on the
<br />December 27 Agenda.

<br />Counc i I man Yarbrough requested q study be made of the i nt<,\,r-
<br />section of Broadway and Highway 123 with reg<ird to the traffic
<br />hazard created there. The City Manager suggested, as a temporary
<br />measure, a patrolman be stationed there to assist students
<br />going to <ind coming from school.
