Mr. Lee Caldwell explained the absence of Russel I C. Ayers signature on the appl ication, stating that Mr. Ayers would be in the city in the next few days to sign. Councilman King moved the appl ication to vacate the plat be approved. Dr. Tauch seconded the motion, which passed unanimously. The Mayor introduced Mr. Kenneth Finch of Ernst and Ernst, auditors for the City. Mr. Finch summarized the results of the audit for the City's 1971-1972 fiscal year (see letter attached). Various items were discussed by Mr. Finch and the Counci I. Mr. YarbrQugh moved to accept the annual audit. Mr. Etheredge seconded the motion, which passed unanimously. I The Mayor introduced an ordinance and the Deputy City Secretary read the caption as follows: AN nRDINANCE AMENDING APPENDIX "A" OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, ENTITLED "GENE~AL ZONING ORDINANCE", BY THE DELETION OF SUB- SECTION 3 OF SECTION 13 AND THE SUBSTITUTION THEREOF OF A NEW SUB-SECTION 3 OF SECTION f3 PROVIDING FOR AN EXCEPTION PROHIBITING ESTABLISHMENTS WnlCH DISPENSE LI QUOR, WINE OR BEER FOR ON-PREM I SE CONSUMPT I ON UNDER PERMIT 'BY THE STAn: OF TEXAS WITHIN A COMMERCIAL DISnlCT "C"; AND BY THE AMENDMENT OF SUB-SECTION 1 OF SECTION 13.1 ENTITLED COMMERCIAL DIST~ICT "C-2". Dr. Tauch moved the ordinance be approved on second reading. Mr. Cunningham seconded the motion, which passed unanimously. The Mayor declared the ordinance approved on second reading_ Councilman DeLa Rosa nominated the Reverned David Chavez to fi I I the vacancy on the Housing Authority, and moved his appointment. Mr. Etheredge seconded the motion, which passed unanim'Ously., I Councilman Tauch nominated Mr. W.C. Carson to fil I the vacancy on the Zoning Board of Adjustment and Appeals, and moved his appointment. Mr. Etheredge seconded the motion, which passed unanaimously. Mr. Etheredge nominated Mrs. Frances Emery for the Senior Citizens Advisory Board. Dr. Tauch suggested that the press be notified of vacancies on City boards and committees, and the publ ic be encouraged to volunteer to serve. Mayor Flores reported that the compilation of job descriptions for the Municipal Court Judge and Municipal Court Clerk had been discussed in the Executive Session held fol lowing the regular meeting on December 27, and that no action had been taken. Councilman DeLa Rosa observed that certain streets crossing I main thoroughfares in the city had trees close to intersections creating traffic hazards for persons entering those inter- sections. The City Manager stated that the City was expanding its program of alleviating those hazards. Mr. H.Y. Price, jr., of the 3an Marcos Telephone Company, came before the Council to explain his decision to increase telephone rates for the "392" exchange, effect i ve February 1. Schedu ling of the ordinance increasing the rates was discussed by Councilmen and Mr. Price.
