<br />I <br /> <br />I <br /> <br />I <br /> <br />regular meeting, february 26, 1973 <br /> <br />page three <br /> <br />~1 <br /> <br />Mr. Etheredge moved the ordinance be passed on third and final <br />reading. Mr. DeL a Rosa seconded the motion. On roll call, the <br />following vote was recorded: <br /> <br />AYE: Cunningham, DeLa Rosa, Etheredge, Flores, King, <br />Tauch, Yarbrough <br /> <br />NAY: None <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br /> <br />Mrs. Jack N. Stovall, chairman of the San Marcos Bicentennial <br />Committee, came before the Council with a report of activities <br />of the committee. <br /> <br />Mr. King nominated Colonel Jack N. Stovall for appointment to <br />the Urban Renewal Board of Commissioners. Col. Stovall was <br />appointed Commissioner by common consent of the Council. <br /> <br />Mr. Cunningham nominated F.L. Jurecka and Dr. Francis Horne <br />for appointment to the Environmental Advisory Board. Mr. Etheredge <br />seconded the motion, which passed unanimously. Mr. King <br />proposed the names of Mrs. Kay Buckner and Dr. GLenn Longley <br />for reappointment to the Board and Mr. Yarbrough proposed that <br />Dr. Emmie Craddock be reappointed. <br /> <br />The Mayor introduced an application for a permit to operate <br />pool or billiard tables to be located at 153. South LBJ Drive. <br />Since the application had been received by the City Secretary <br />after the agenda had been prepared, and since the applicants <br />were not present at the meeting, Mr. King moved to table the <br />application until the Council could give it further consideration. <br /> <br />Councilman Etheredge requested that the Council consider annual <br />appointment of Capital Area Planning Council members. Mr. King <br />requested that CAPCO offices be contacted for their recommendation <br />regarding terms of appointment. <br /> <br />Dr. Tauch requested the Council give consideration to the practice <br />allowed in many cities of allowing motorists to make right turns <br />on red lights after first coming to a complete stop. Another <br />matter which he requested information on, was the installation <br />of guard rails at railroad crossings. Mr. Bob Barton gave <br />information on a bill now before the State legislature requiring <br />the railroad companies to pay more for railroad signalization. <br />Mr. H.Y. Price also contributed information regarding bills being <br />presented concerning railroad grade separations. <br /> <br />The City Manager requested that the Council appoint a legislative <br />committee to aid in sending telegrams to legislators clarifying <br />Council positions on proposed state legislation. Mr. Yarbrough <br />voLunteered to serve on such a committee. <br /> <br />Mr. Etheredge requested information on the proposed rent review <br />board. The City Manager stated that he had contacted the City <br />Manager of Austin, who informed him that the City of Austin was <br />not directly involved in any kind of rent review board. He further <br />stated that tenants and landlords had associations to formulate <br />their policies. Mr. Gresham said that bills were now before the <br />State legislature concerning this matter. The Mayor suggested <br />that the Council wait until the legislature had taken action <br />before taking any pOSition. Mr. Cunningham stated that he felt <br />that the Council should take immediate action, even though it had <br />little power to enforce policies. Mr. Etheredge said that he was <br />willing to work with Mr. Cunningham in establishing a board. <br />Mr. DeLa Rosa suggested that Councilmen Cunningham and Etheredge <br />prepare a detailed proposal for a rent review board with by-laws <br />and present it to the Council for consideration. <br />
