Evans; Mrs. Edwin Lyon; <br />Elmer Satterwhite <br /> <br />Mayor Etheredge called the meeting to order at 7:30 p.m. <br /> <br />The Minutes of the meeting held September 24 were approved on motion of <br />Councilman DeLa Rosa and second of Councilman Cunningham. <br /> <br />The Mayor reported that an Executive Session had been held following the <br />regular meeting on September 24 to discuss a personnel matter in the police <br />department, and that no action had been taken. <br /> <br />I <br /> <br />The Mayor opened a Public Hearing to consider a request for a change in <br />zoning of part of Lots 3 and 4, Block 1 of the West End Addition, located <br />on the corner of Hopkins and Bishop Streets, from "R-l" to "P-2". The <br />Reve>>end Miguel Barrios was present to represent Segunda Iglesia Bautista, <br />applicant. No objections were made to the requested change. The Mayor <br />closed the hearing and read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES <br />AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND <br />LAND, DATED M~Y 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF PART <br />OF LOTS 3 AND 4, BLOCK 1 OF THE WEST END ADDITION, LOCATED ON THE <br />CORNER OF HOPKINS AND BISHOP STREETS, FROM "R-l" (SINGLE FAMILY <br />RESIDENTIAL) TO "P-2" (PUBLIC USE). <br /> <br />Mr. Dibrell moved approval of the Ordinance on first reading. Mr. Cunningham <br />seconded the motion. Councilmen discussed the proposed widening of Bishop <br />Street. Mr. Dibrell moved to amend his motion to require dedication of a <br />ten foot easement along the Bishop Street side of the property, with consent <br />of the seconder. The motion to amend passed unanimously. The motion to <br />approve the ordinance on first reading passed unanimously. <br /> <br />I <br /> <br />The Mayor opened a Public Hearing to consider a request for a change in <br />zoning of Lots 112 and 113 in the Park Third Addition, located at 828 <br />Chestnut Street, from "R-l" to "C". Bob Elder, applicant, was present to <br />request the change. Pat H. Norwood, representing more than 20% of the <br />adjacent property owners, came before the Council with a petition in <br />objection to the requested change. Said petition may be found in the <br />official records of the City.
