<br />regular meeting, november 26, 1973 <br /> <br />page three <br /> <br />26 <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE AMENDING SECTION 23"'1, "PLACING CIRCULARS, <br />ETC. ON'UTILITY POLES PROHIBITED.", OF ARTICLE I, CHAPTER <br />23 OF THE CODE O~ ORDINANCES OF THE CITY OF SAN MARCOS <br />BY PROVIDING FOR A PERMIT TO PLACE CIRCULARS, ETC. <br />ON UTILITY POLES AND ESTABLISHING REGULATIONS PURSUANT <br />TO SUCH PERMITS BY ADDING SECTION 23-2 AND 23-3 TO <br />ARTICLE I, CHAPTER 23 OF SAID CODE. <br /> <br />I <br /> <br />Mr. King moved the Ordinance be approved on third reading. <br />Mr. Cunningham seconded the motion. On roll call, the following <br />vote was recorded: <br /> <br />AYE: Cunningham, DeLa Rosa, Dibrell, Etheredge, <br />Flores, King <br /> <br />NAY: None <br /> <br />The Mayor declared the Ordinance passed, Approved and Adopted. <br /> <br />Mayor Etheredge read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE APPOINTMENT OF SEVEN <br />INDIVIDUALS AS DEPUTY CLERKS OF THE MUNICIPAL COURT <br />OF THE CITY OF SAN MARCOS, TEXAS, AS RECOMMENDED <br />BY THE CITY MANAGER. <br /> <br />Mr. Flores moved the resolution be discussed in an executive <br />session following the regular meeting since it dealt with <br />personnel matters. Mr. DeLa Rosa seconded the motion, which <br />passed unanimously. <br /> <br />The Mayor read a resolution having the following caption: <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ACCEPTING THE OFFER OF LEE SWIFT TO <br />DONATE LAND FOR PARK USE AND AUTHORIZING THE MAYOR <br />TO EXECUTE RESTRICTIVE COYENANTS COMMITTING THE LAND <br />TO PARK USE ONLY. <br /> <br />Mr. DeLa Rosa moved the Resolution be approved. Mr. King <br />seconded the motion, which passed unanimously. <br /> <br />Mr. King moved to authorize the City Manager to sell $120,000 <br />General Obligation Bonds authorized in a 1966 election for the <br />construction of a new City Hall. Mr. Flores seconded the motion, <br />which passed unanimously. <br /> <br />Mr. King moved to commit $120,000 of the Federal Fiscal Year <br />1975 Revenue Sharing Funds for the construction of a new City <br />Hall. Mr. DeL a Rosa seconded the motion, which passed unanimously. <br /> <br />I. <br /> <br />Mr. King moved approval of the committment of $120,000 to be <br />secured through the certificates of obligation process for the <br />construction of the proposed City Hall. Mr. DeLa Rosa seconded <br />the motion, which passed unanimously. <br /> <br />I <br /> <br />The Mayor introduced an agreement between the City of San Marcos <br />and the Hays-Caldwell Community Action Agency, authorizing the <br />Community Action Agency to administer a Legal Aid and Assistance <br />Program. The City Manager stated that he had studied the agreement <br />and recommended its approval. Mrs. Ofelia Vasquez, Director of <br />the Community Action Agency, was present to represent the Agency. <br />Mr. Dibrell moved to table the agreement until it could be studied <br />by the Council in a workshop session. Mr. Cunningham seconded <br />the motion, which passed unanimously. <br />
