<br />27 <br /> <br />regular meeting, november 26, 1973 <br /> <br />page four <br /> <br />Mr. Etheredge presented for consideration the results of <br />a bid opening on November 26, 1973, at 2:00 p.m. in the <br />Council Chambers of City Hall for a contract to level-up <br />and overlay certain streets in San Marcos. (see bid sheet <br />attached) The City Manager reported that the low bidder <br />was Bowden Construction Company, however, they had not <br />complied with bidded specifications. The next low bidder <br />was Dean Word Construction Company whose bid met the <br />specifications drawn up by James E. Byrn, consulting engineer. <br />Mr. DeLa Rosa moved the contract be awarded Dean Word <br />Construction Company. Mr. King seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Etheredge introduced for consideration the question <br />of whether or not City Park should be available for use by <br />travel trailers. Mr. Etheredge reported that the Parks and <br />Recreation Board had recommended that City Park not be used <br />for that purpose (see attached report). Leo Poore and George <br />Gilbert, representing the Chamber of Commerce, came before <br />the Council to request that no action be taken until alternative <br />sites could be found to accommodate trailer rallies and overnight <br />campers. Mr. DeLa Rosa moved the City Park be closed to trailer <br />rallies and overnight campers, following the recommendation of <br />the Parks and Recreation Board. Mr. Flores seconded the motion. <br />On roll call, the following vote was recorded: <br /> <br />I <br /> <br />AYE: Cunningham, DeLa Rosa, Etheredge, King <br />NAY: Dibrell <br /> <br />Mr. Flores moved the appointment of Ted Harris, Dr. Ralph <br />Harrel and Donatd R. Shaw to the Bicentennial Commission. <br />Mr. King seconded the motion, which passed unanimously. <br /> <br />Mr. Dibrell moved the regular meeting scheduled for December 24 <br />be rescheduled for December 17 at the regular time and place, <br />and that City employees be given a full holiday on December 24, <br />1973, instead of the half day allowed by the personnel policy. I <br />Mr. King seconded the motion, which passed unanimously. <br /> <br />Mr. Baugh requested the Council consider appointment of a <br />site selection committee for the proposed City Hall. <br />Mr. Flores moved to appoint the Mayor and Mayor Pro Tern <br />of the City Council, the Chairman and Vice Chairman of the <br />Planning and Zoning Commission, the City Manager and a member <br />of the City Staff to said committee. Mr. Cunningham seconded <br />the motion which passed with five votes in favor and Mayor <br />Etheredge abstaining. <br /> <br />Councilman Dibrell requested a workshop session to discuss <br />the open meeting law to take effect January 1, 1974.
