Stokes <br /> <br />Council Members <br /> <br />Karl W. Brown <br />Robert L. Cavazos <br />Berry R. James <br />Tess Norris <br />Ed Tarbutton <br /> <br />City Manager <br />City Secretary <br />City Attorney <br />Director of Finance <br />Director of Public Safety <br />Acting Director of Public Works <br /> <br />A. C. Gonzalez <br />Sharyl Werner <br />Barbara Edwards <br />Earl Williams <br />Bob Minnie <br />George Boeker <br /> <br />Also Present: Jerri Martin, Scott Yarbrough, Russ Ayers, Bobby <br />Whiteside, Marion Johnson, Fred Guerra, Brenda Smith, Don Laine, <br />Jeff Watkins, Joe Garza, Janis Womack, John Kreczmer, Evelyn Honea, <br />Glynda Crater and others. <br /> <br />The Mayor Pro-Tem called the meeting to order at 7:30 p.m. <br /> <br />Mr. Stokes introduced for consideration the Lions Club use of City <br />Park. Russ Ayers, told the Council that the Lions Club was requesting <br />use of a portion of City Park for their tube rentals as a fence is <br />under construction by the old ice house at this time. The City Attorney <br />stated that a lease and Resolution would need to be drawn up concerning <br />the arrangement. Scott Yarbrough, Director of Parks & Recreation, <br />stated that he had a number of possible problems tha~ he would like <br />to check on. Mrs. Norris moved to direct staff to prepare the necessary <br />papers for this arrangement. Mr. Brown seconded the motion, which <br />passed unanimously. <br /> <br />Mr. Stokes introduced for consideration an Ordinance on emergency <br />amending the 1980-81 city budget, read in its entirety, the caption <br />of which follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ORDINANCE 1980-37 ADOPTED SEPTEMBER <br />8, 1980, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE <br />EXPENSE OF CONDUCTING EACH DEPARTMENT, DIVISION AND <br />OFFICE OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE <br />FISCAL YEAR BEGINNING ON OCTOBER 1, 1980 AND ENDING ON <br />SEPTEMBER 30, 1981 AND APPROPRIATED MONEY FOR THE VARIOUS <br />FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE SAID <br />ESTIMATES AND TO REAPPROPRIATE SAID FUNDS ADOPTING SAID <br />REVISIONS AND ESTI}~TES AND DECLARING AN EMERGENCY. <br /> <br />The City Manager reviewed the proposed amendments to the budget for <br />Council. Mrs. Norris moved to adopt the Ordinance. Mr. Cavazos <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Stokes introduced for consideration a Resolution approving a <br />contract for auditing services between the City and Harold V. Simpson <br />and Company, the caption of which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A CONTRACT FOR AN AUDIT, AN ANNUAL FINANCIAL <br />STATEMENT AND OTHER ACCOUNTING SERVICES BETWEEN HAROLD V. <br />SIMPSON AND COMPANY AND THE CITY OF SAN MARCOS, TEXAS; <br />AUTHORIZING THE MAYOR PRO TEMPORE OF THE CITY TO EXECUTE <br />SAID CONTRACT ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Brown had a question about using the same auditing firm over a <br />period of years. Don Laine, from Harold V. Simpson and Company, stated <br />that this practice made for a better working relationship and that the <br />auditing firm rotated auditors every three years. The City Manager <br />stated that if the City was satisfied with the auditing firm being used, <br /> <br /> <br />
